Duties

Help

You will serve as a Financial Management Specialist and be responsible for supporting accounting for all CEU Oakland financial and property accounts and serving as the point of contact for customers, activity, command, and contracting teams regarding CEU Oakland financial and property accounts.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Monitoring, reviewing, and analyzing the execution of approved budgets and resource management plans.
  • Executing fund certification in approved financial systems ensuring integrity of data reflecting status of commitments, obligations, and expenditures. Serving as the Funds Manager verifying the availability of funds for procurement requests/Contract obligations.
  • Periodically providing training to incoming unit staff and providing more detailed financial management training to co-workers in Contracting and Planning & Resources staffs.
  • Responsible for accumulating financial data and analyzing historical data to determine total expected annual program budgetary requirements. Responsible for providing financial guidance in a variety of financial procedures and policies to ensure proper financial resource management.
  • Analyzing processing flows, operations and financial systems, and standards and identifying problems. Documenting results of all analysis via financial reports, including recommendations for necessary management attention. Reviewing and tracking the trends of funds expenditure against projects and verifying that funds are obligated in accordance with planned allocations.
  • Responsible for administering the CEU financial accounts in the Financial Systems Modernization Solution (FSMS) and travel authorizations and claims in the E-Gov Travel System (ETS). Assuring that all CEU personnel who provide input into these systems are adequately trained.

Qualifications

To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Assisting with monitoring, reviewing, and analyzing the execution of approved budgets and resource management plans to ensure funds are obligated and expended in accordance with applicable laws, regulations, and organizational policies; or assisting with tracking financial transactions and variances; or identifying discrepancies.
  • Assisting with the accuracy and integrity of financial data reflecting the status of commitments, obligations, and expenditures; or assisting with funds manager duties by verifying the availability of funds for procurement requests and contract obligations; or assisting with resolving routine discrepancies to support compliant and effective financial operations.
  • Assisting with the delivery of financial management orientation and training to incoming unit and staff personnel; or providing basic financial management guidance to co-workers within contracting.
  • Assisting in the accumulation of financial data and analyzing historical data; or providing basic guidance on established financial procedures and policies; or assisting in the preparation of reports and analyses to ensure accurate, compliant, and effective financial operations.
  • Assisting with analyzing processing flows, operations, financial systems, and standards to identify problems; or reviewing and tracking trends in funds and expenditures against projects.
Or

Three full years of progressively higher-level graduate education or possess a Ph.D. or equivalent doctoral degree;

Or

A combination of specialized experience and graduate education described above.

NOTE: Education can be substituted for experience at the GS-11 grade level.

  • Serving as a subject matter expert to provide financial management training to staff, contracting, planning and resources personnel; or providing authoritative guidance on financial policies, procedures, and financial systems.
  • Independently accumulating and analyzing financial and historical data to determine total expected annual program budgetary requirements; or identifying trends, variances, and potential funding issues; or preparing analyses and recommendations to support financial decision-making.
  • Independently analyzing processing flows, operations, financial systems, and standards to identify problems; or documenting findings through financial reports and preparing recommendations for management attention; or reviewing and tracking trends in funds.
