Duties

Help

- As the AFRBA Training Officer, collaborates with AFRBA leadership, develops coordinates and oversees all training programs ensuring the development of all assigned personnel in addition to collateral board members.
- As the AFRBA Chief Strategic Planner, collaborates with AFRBA, SAF/MR, DAF, and DoD stakeholders, and develops the strategy and initiates the transformation of the AFRBA through the reengineering of policies, programs, practices, and business processes.
- Provides expert analysis and review of complex and controversial cases appealed to the Air Force Review Boards Agency (AFRBA), ensuring consistent application of law, policy, and precedent across the twelve boards and among the Military Departments.
- As the AFRBA Internal Controls/Self-Inspections Program Manager, leads the design, implementation, and management of the AFRBA internal controls and self-inspection programs, ensuring compliance with AF policies/guidance and DoD regulations regarding internal controls.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Works with program operations and interrelationships, along with broad analytical ability to assess program accomplishments with a high degree of program knowledge and technical judgement ability to recommend resolution options to substantive problems. (2) Works with advanced management, organization principles and practices for operational concepts for planning, programming and budgeting regulations, guidelines, and processes; planning, acquisition, and management processes to provide advisory support long-term strategic goals that align with the mission, vision, and the broader objectives priorities and guidance. and (3) Works with a wide range of qualitative and/or quantitative methods for the assessment and improvement of department level plans and procedures such as war, mobilization, deployment, and similar operations; and to evaluate various types of responses to plans and studies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the mission, roles, functions, organizational structures and operation of DoD and Air Force organizations to provide collateral level staff guidance and relationship of the various Air Force entities involved in the overall planning, assessment and execution of AFRBA activities.
2. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define, clarify alternative, and optimize solutions.
3. Knowledge in leading internal control and self-inspection programs, conducting risk assessments, and ensuring compliance with policies and regulations, while driving continuous improvement through corrective action planning and process optimization.
4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of AFRBA operations.
5. Ability to lead, manage, and oversee diverse operational functions, ensuring seamless integration of information technology, data analytics, logistics, and other mission-critical activities to support AFRBA operations effectively. Ability to develop, implement and monitor strategic initiatives, including setting long-term goals, aligning resources, and coordinating across multiple stakeholders to achieve mission objectives and enhance organizational performance.
6. Ability to design, coordinate, and evaluate comprehensive training programs that align with operational requirements, ensuring personnel development, compliance with standards, and readiness to meet evolving mission needs. Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy; to establish, maintain, and foster productive relationship with internal and external stakeholders, including all military departments, components, civilian agencies and Department of Defense partners, to support operational goals and initiatives.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
