Summary

The Director of Policy, Analysis, and Transition (PA&T) will manage the Policy, Analysis, and Transition Portfolio. The Director, PA&T supervises the analysis of cross-cutting and strategic industrial base sectors, evaluating the ability of sector to produce capabilities, associated industrial base supply chains and individual producers, including research and analyses to inform senior leaders.

Duties

Help

Major duties and responsibilities include, but are not limited to:

  • Represents ASW(IBP) on DoW and U.S. interagency working groups, and related activities as they pertain to Defense Industrial Base sectors, supply chain and key producer issues. The incumbent provides expert advice at the DASW and higher levels on key strategy, planning, programming, budgeting, and industrial policy matters; prepares briefings, presentations, and decision memoranda to support deliberations and decisions by senior management; reviews and develops industrial policy positions; and responds to actions originating in other DoW and non- DoW offices or agencies that have implications on the Defense Industrial Base.
  • The incumbent participates in the Planning, Programming, Budgeting, and Execution (PPBE) process, working across the Military Services, Joint Staff, and other Office of the Secretary of War (OSW) organizations to ensure DASW(IBR) DIB industrial priorities are supported and resourced.
  • Monitors, assesses, and recommends potential international cooperation opportunities involving U.S. allies and other security partner countries regarding industry sectors, supply chains, and key producers, including support to Security of Supply Arrangements and Reciprocal Defense Procurement agreements.
  • Provides senior DoW managers with consultation and expert advice in evaluating and analyzing industrial capabilities to meet defense requirements and assesses industry's ability to source innovative solutions, seek out and utilize emerging defense suppliers, and apply networked solutions to traditional platform requirements.
  • Oversees generation of studies, reports, instructions, policies, and correspondence relating to the capability and capacity of the national security innovation and industrial base. Directs and manages the development of studies, policies, procedures, and recommendations relating to defense industrial base; macroeconomic and defense industry trends; the industrial, financial, and economic impacts of DoW acquisition strategies; and national security impacts of divestitures, and acquisitions within the Department's industrial supply base.
  • Responsible for the ongoing monitoring of economic trends and financial metrics of critical industries and firms and overall industry sector health using various financial data sources and investment research tools. Responsible for the evaluation of Partner & Allied industrial capacities and overall economic health.
  • Directs the development of DoW directives, instructions, manuals, and memoranda concerning a variety of industrial, financial, and economic policies, procedures, and positions as well as Congressional testimony on a wide variety of industrial related issues.
  • Expertise in briefing Secretary and Deputy Secretary level within the Department of War and demonstrated interagency and Congressional engagement.

  • This is a Critical Acquisition Position. This position requires a Program Management, Advanced, acquisition certification. The incumbent has 48 months to achieve this certification. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: Demonstrated leadership in the development of economic and national security strategies in the Department, leveraging data analytics and supply chain tools to evaluate defense capabilities.

TQ 2: Demonstrated experience in leading cross-DoW teams on priorities in munitions, missiles, and critical minerals, with expertise in the Defense Production Act, Industrial Base Fund, supply chains, Hart-Scott-Rodino Antitrust Improvements Act, CFIUS, export controls, and related authorities.


EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
    • Sub-Competencies:
      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
      • Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.
      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
    • Sub-Competencies:
      • Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain.

    • Sub-Competencies:

DoW Joint Enterprise-Wide Experience Statement: In addition, DoW requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. You will be evaluated for this job based on how well you meet the qualifications above.
