Help

Major duties include but are not limited to:

  • Performs technical, administrative and/or professional work involved in managing, administering, operating or supporting services and programs related to the operation and safety of VA facilities.
  • Creates and Designs interior environments in order to promote employee productivity, health and welfare, and/or health and welfare of the public.
  • Interior Designer is interior design program manager responsible for a wide range of interior design related duties which include but are not limited to:
    • Acoustical performance, appropriate ergonomics, adequate lighting and color coordination. - Interior, exterior and community way-finding (signage).
    • Improvement of patient care environments
    • Improvement of employee work environments - offices, labs, kitchens, shops, industrial, laundry, warehouse, garages, etc.
    • Accessibility dealing barrier free design based on the VA Barrier Free Design Standard
    • Standardization of color schemes/themes and signage.
    • Participation in the initial space planning with facility planner(s) to ensure space is adequate for furnishings that are needed.
    • Selecting with input from customers and entering orders for furnishings in VISTA and specifying and creating documentation for projects submitted in FORCE for Contracting to issue solicitations and bids for projects for purchase.
    • Assessment of pre-occupancy conditions relative to facility planning and moves in conjunction with Facility Planner(s).
    • Coordination and planning of moves as a member of the moves work group chaired by facility planning.
    • Confirmation/Research of all furnishings used will meet all the applicable life safety standards.
    • Serves as a member of the Ergonomics work group.
    • Historical preservation in conjunction with a consultant specialist in the field.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Selective Placement Factor for this position is: Experience in commercial interior design.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing designs, specifications, estimates, and procurement documents as needed based upon the budgetary requirements of projects. Applies a broad knowledge of methods and standards to diverse work complexities; knowledge of the VA standards in place for use of safe furnishings for new initiatives established for VA Mental Health Units to lessen the potential of mental health patients harming themselves or others; knowledge of the use of healthcare/residential/institutional furnishings for long term care facilities that both create a home like environment and is low maintenance for routine cleaning efforts; knowledge of the use of appropriate use of fabric types for furnishings and window treatments; knowledge of the proper use of color ways that enhance a healing environment in all health care settings; specialized knowledge of interior design materials and their utility, durability and practicality for a given application. Should be knowledgeable with the psychological effects of color and design on patients, staff and visitors in a healthcare environment; keep abreast of the latest developments in hospital interior design and furnishings; knowledge of computer programs relating to design layout such as Auto-Cad and/or VISIO; knowledge of VA contract requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The majority of work requires only moderate physical effort. At times the Interior Designer will be required to stand long periods of time, walk a lot, stoop, bend, climb, crawl, and work in cramped and awkward positions. Interior Designer must have good eyesight, depth and color perception.

Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Position requires limited travel to off campus leased space.

This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through [insert date].
