This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Central Virginia Health Care System, Community Based Clinics, Fredericksburg VA Clinic Facilities Management. The purpose of this position is to serve as a section chief with responsibility for directing and overseeing daily operations, maintenance, repair and utility systems, including buildings, grounds and supporting infrastructure.

Duties Included:

  • Responsible for the day-day management and oversight of operations, maintenance, repair and utility systems serving the building, grounds, and other components of the leased facility.
  • Establishes and implements operating procedures and policies in accordance with established objectives, schedules and program funds.
  • Develops detailed quantitative and qualitative methods and techniques covering complex maintenance program functions. Develops, evaluates, and implements immediate and long-range goals, objectives, plans and schedules to meet substantial changes in program authority and/or funding.
  • Develops, implements, evaluates and improves processes and procedures to monitor the efficiency and productivity of the programs managed.
  • Makes intensive analysis of material, develops recommendations (propose program changes, changes to regulations or other courses of action) to leadership
  • Reviews and approves file substance of reports, decisions, contracts and other documents to assure that they accurately reflect the policies and position of the organization.
  • Determines requirements, prepares, and submits budget estimates, and administers the funds appropriated annually for maintenance, operation and repairs
  • Responsible for the evaluation of the effectiveness and efficiency and attainment of program goals and objectives and compliance with pertinent legal and regulatory guidelines.
  • Provides direct supervision to employees performing a variety of duties supporting the Facilities Management Section of the VA Clinic. This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling of employees, and initiating disciplinary actions when necessary. Hears and resolves complaints from employees.
  • Responsible for the management and supervision of Maintenance Mechanic, AC Maintenance Mechanic, Locksmith, Motor Vehicle Operator, and Facility Services Assistant staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration AND to qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related.
OR,
  • Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include:
    • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
    • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
    • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must posses equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Facility Operations Specialist position, may be substituted to meet the experience requirements for GS-11 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-09(50 percent of the experience requirement for GS-11) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-11) would qualify for a GS-11 position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires a great deal of walking, climbing, standing, and bending. Work may also require carrying of moderate loads such as tools and measuring equipment common to the position.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
