Duties

Help
  • You will coordinate review of projects submitted by action sponsors and analyze data from research, reports, and design plans to determine environmental impact.
  • You will provide guidance on regulation compliance and policy to allow development of alternative analysis.
  • You will prepare documents and graphics in support of public hearings and/or review meetings.
  • You will assist in the coordination of Clean Water Act permitting of wetland, stream and coastal zone impacts.
  • You will serve as a liaison for action sponsors, base environmental staff experts, legal counsel and Headquarter environmental staff and review and negotiate with state and federal environmental agencies on proposed projects.

Qualifications

In addition to the basic requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Enforcing environmental compliance with regulations and established policy (including soil erosion, water and/or air quality, threatened/endangered species, streams/wetlands, cultural resources, hazardous waste sites, environmental justice, etc.); assessing program effectiveness by analyzing a variety of unusual conditions and/or problems; AND presenting detailed documentation of findings to decision makers.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements:
1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR

2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education

In lieu of the specialized experience listed in the Qualifications section, you may qualify with the following education or combination of both education and experience:

  • I have successfully completed a master's degree or master's equivalent degree OR
  • I have successfully completed two full years of progressively higher-level graduate education leading to a master's or equivalent degree OR
  • I have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze.
