Duties

Help

- Coordinate with functional and program specialists (supply, production, inventory management, procurement, maintenance, transportation, training, and funding) to ensure timely and accurate fulfillment of case requirements.
- Provide comprehensive logistics support in overseas locations, including coordinating FMS activities with functional specialists.
- Serve as the primary liaison between the U.S. government, American Embassy, foreign customer officers, and other DoD components/commands.
- Assess the impact of changes in technical requirements, documentation, training, schedules, or new equipment.
- Monitor Due in for Maintenance (DIFM)/MICAP aircraft parts and high visibility assets throughout the repair cycle.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have 1 year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Examples of specialized experience include planning, managing, and coordinating the total cradle-to-grave life cycle logistics support for a weapon system, including acquisition and sustainment; working knowledge of logistics policies, regulations, and practices concerning aircraft maintenance and Foreign Military Sales (FMS), managing and executing FMS programs; providing logistics support and resolving complex logistics problems; and serving as a primary liaison between government and industry partners to ensure mission success.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program.
5. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. This is an acquisition demonstration project position, NH-0346-03, equivalent to the GS-12/GS-13, WITH A TYPICAL SALARY RANGE OF $76,463.00 to $118,204.00.
