The Outdoor Recreation Manager is responsible for the comprehensive management, strategic development, and operational oversight of all outdoor recreation facilities and programs available on base, operating year-round. This role ensures that services, activities, and facilities effectively meet the recreational, leisure, and wellness needs of active-duty military personnel, retirees, dependents, and authorized civilians. The incumbent leads efforts to promote community engagement, resource conservation, and safety while aligning program offerings with mission objectives and resource capabilities. Key responsibilities include overseeing the efficient operation and continual development of diverse facilities such as resource information centers, swimming pools, lodging units, RV campgrounds, playgrounds, Camp Bullis hunting programs, equestrian centers, POV resale lots, RV storage areas, recreation equipment rentals, Fam Camp, horseback riding, camping, hiking, and other outdoor activities. The manager develops and implements operating instructions, policies, and annual program plans that adapt to evolving community needs, trends, and resource limitations, while establishing objectives and formulating a comprehensive five-year strategic plan to enhance program offerings and facility utilization. In addition, the manager secures and allocates funding, equipment, and supplies necessary for program success, and manages annual budgets including both appropriated and non-appropriated funds. They coordinate procurement actions such as work orders, purchase orders, BPA's, maintenance contracts, and ensure environmental compliance. Supervisory responsibilities include overseeing NAF and APF personnel and volunteers across all outdoor recreation facilities, setting performance standards, providing mentorship and ensuring adherence to safety and operational policies. The manager conducts hiring, disciplinary actions, and personnel development activities. Operational excellence is maintained by using advanced computer software for record keeping, patronage data, financial transactions, and customer feedback, along with safeguarding assets and overseeing daily revenue and property management. The role involves collaborating with marketing teams to promote programs and services, designing and implementing innovative activities, special events, and community initiatives to maximize resource use and community involvement. The manager also promotes responsible land and water resource use, conservation, and natural resource management, providing ongoing safety education and enforcing safety protocols during all activities. Addressing patron concerns, resolving issues promptly, and fostering a positive recreational environment are essential components of the role. Additionally, the manager handles personnel matters such as leave approvals, disciplinary actions, and employment decisions and supports the overall mission of the Community Services Flight, reporting directly to the Flight Chief. Performs all other duties as assigned.

Qualifying Experience:
Must have experience with the goals, principles, methods, and techniques of the broad field of recreation, along with a solid understanding of recreational interests and community needs. Must have strong planning, organizing, and coordinating skills as well as experience supervising or evaluating community, industrial, outdoor, institutional, and other recreational programs. Applicants should have prior experience supervising support staff within outdoor recreation settings. Candidates must have experience in financial management, budgeting, construction project development, environmental compliance, and the management of facilities, grounds, and water resources. This position involves some physical exertion and daily risks that require adherence to safety protocols.
