Duties

Help

  • Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to Emergency Management.
  • Conducts installation Emergency Management assessment and interprets and analyzes assessment results.
  • Conducts initial and recurring training for functional areas of Emergency Management.
  • Serves as Alternate Emergency Operations Center Manager, Alternate Installation Emergency Manager and Emergency Support Function (ESF 5), EM representative in the EOC and CBRN Control Center.
  • Participates in discussions, meetings, or serves on panels and committees.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions .

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assisting in developing, reviewing, coordinating and executing the Emergency Management (EM) program; ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the installation level.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment.
2. Knowledge of and ability to develop EM training programs and conduct training and testing.
3. Knowledge of EM, CBRN, and hazardous materials to develop, coordinate, and execute response plans and operations.
4. Skill in analyzing situations and taking appropriate emergency action.
5. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
6. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Conditions of Employment:

  • Must possess or obtain within six months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness Operations, and Technician to perform containment, control, detection, and identification.
  • This position is designated as a key position IAW AFI 36-507. Duties of the position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11.
