The primary purpose of this position is: To serve as a Secretary of the Air Force- (SecAF) certified promotion board recorder and provide wide-ranging personnel expertise and guidance in the conduct of over 200 annual boards to include: Reserve of the Air Force (ResAF) officer central promotion selection boards through the grade of colonel, United States Air Force Reserve (USAFR) selective continuation boards; Reserve Brigadier General Qualification Boards; USAFR command screening boards; USAFR promotion enhancement program boards for TSgt - CMSgt; Air National Guard (ANG) colonel federal recognition review boards; and ResAF special and special selection boards, ensuring all board operations are conducted IA W applicable laws, directives, regulations, and instructions. Also essential is imparting expertise and conducting business in the areas of promotion eligibility and post-board counseling for those nonselected for promotion.

Duties:

  • Performs as SecAF-certified Board Recorder working for the Secretary of the Air Force during selection board events.
  • Acts as a post-board counselor for ResAF officers.
  • Determines eligibility of AFR/ANG officers for mandatory and position vacancy (PV) promotion boards.
  • Special Board/Special Selection Board (SB/SSB) SME. Researches and staffs SB/SSB cases for director's approval or referral to AFBCMR.
  • Imparts ResAF officer promotion policy guidance (to individuals in field, for higher headquarters inquiries, for Air Force Board for Correction of Military Records [AFBCMR], and for high-level inquiries such as congressionals).
  • Performs studies, projects and analyses.

  • Work will require the employee to take a course of instruction and be certified by the SecAF within 12 months of assignment to position. This course of instruction will require an annual recertification.
  • Must be able to provide signed depositions and other testimony.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include knowledge of the principles, concepts, and theories of Military Accessions, and the standard practices methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare straightforward reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Less than the full amount of specialized experience and at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Broad knowledge of selection board process and applicable law and directives, some historical development of the Air Force and Air Force Reserve promotion system, and related military personnel programs. Knowledge of safety and security regulations, practices and procedures.
  • Knowledge of promotions law, policy, procedure, and process for determining promotion actions regarding: eligibility; consideration; promotion; demotion; acceleration; declination; posthumous; propriety; appointment; data verification; date of rank; retirement; component or category transfers.
  • Knowledge of Special Board (SB) and Special Selection Board (SSB) processes and knowledge of Titles 10 and 32 of U.S. Code; DoD Directives 1320.11, 1320.12, 1320.14; and AFI 36-2406. Must also know the provisions of AFis 36-2101, 36-2501, 36-2502, 36-2504, 36-2506, 36-2301, as well as BCMR and FOIA policies and procedures.
  • Knowledge of Air Force personnel data system as related to Reserve military personnel management and skill in applying analytical and evaluative techniques to organizational procedures and customer service. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or issues relating to work. All verbal and written work will communicate the highest level of cooperation and quality service. Professional telephone etiquette is required.
  • Ability to adapt the concepts, principles and theories of military personnel management to identify, consider and resolve issues by developing appropriate solutions. Ability to meet deadlines and occasional short suspenses.
  • Must have ability, professionalism, and tact to work effectively with all military personnel in ranks up to four star general, as well as retirees and those who separated from the military in those grades. Must be able to communicate effectively up the chain all the way to the SecAF if necessary (includes AFIRE, NGB/CF, SAF/MR, SAF/GC). Ability to deliver briefings to large audiences (usually 50 people up to rank of major general), professionally and effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
