Legal Administrative Specialist (Litigation Support)

If selected for this position, you will join a well-respected team that is responsible for providing a variety of technical, analytical, and legal support services to the District of South Carolina. At the full performance level, typical work assignments will include:
  • Providing technical advice to litigation teams (attorneys, paralegal staff, legal staff, etc.) on legal automation requirements and systems capabilities to facilitate litigation decisions, trial preparation and trial presentation.
  • Analyzing litigation support requirements to develop or recommend appropriate strategies to meet litigation needs.
  • Assisting attorneys in organizing voluminous case information for efficient retrieval through automated means such as scanning, indexing, and controlling of documents into a data base.
  • Preparing computerized trial presentation programs and audio/video editing.
  • Using and appropriately employing a variety of software packages including database, spreadsheet and word processing applications such as Microsoft Applications, Trial Director, Eclipse, NUIX or equivalent discovery processing, etc., based on which software would be most effective for presentation of complex and voluminous evidence or to production of graphic demonstrative evidence, as well as meeting individual user needs. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

To qualify at the GS-09 level, you must possess:

Specialized Experience: At least one year of specialized experience equivalent to the GS-07 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below:

  • Performing routine litigation support to litigation teams (e.g., investigators, attorneys, and legal support staff);
  • Preparing and managing electronic discovery, evidence, exhibits, and other electronically stored information (ESI) relevant to investigations and casework;
  • Utilizing and maintaining a variety of software applications to create physical and digital trial presentations;
  • Providing technical assistance to litigation teams.
OR

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify at the GS-11 level, you must possess:

Specialized Experience:
At least one year of specialized experience equivalent to the GS-09 level in the Federal service performing (obtained in either the public or private sectors) (3) of the (4) duties listed below:
  • Performing complex litigation support to litigation teams (e.g., investigators, attorneys, and legal support staff);
  • Analyzing voluminous and complex electronic discovery, evidence, exhibits, and other electronically stored information (ESI) relevant to investigations and casework;
  • Advising litigation teams by identifying and implementing appropriate technological solutions to manage complex ESI;
  • Interpreting litigation support policies, standards, and guidelines; and providing technical assistance to litigation teams.
OR

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level.
  • You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
