Summary

The Orlando VA Medical Center is looking to fill the highly complex Administrative Officer (AO) position with Nursing, Operations. The AO reports to the Deputy Associate Director for Patient Care Services. The AO performs a variety of administrative duties in a constantly evolving, complex and diverse healthcare system. The position functions as the business manager for the service and primary leader of the administrative sections of the service.

Duties include but are not limited to:

  • Provides staff support to Service Chief developing meeting agendas, coordinating committee assignments, developing background information, and monitoring progress of the departments.
  • Developes written communication for Service Chief, to include but not limted to, corresspondence, action plans, and articles for publication, position/option papers, policy statements and reports.
  • Will take on collateral duties as assigned by the Service Chief to meet the goals and objectives specific to the Service.
  • Work may involve establishing criteria to measure and predict the attainment of program organizational goals, and objectives, and includes efforts in standardizing procedures, processes, and measures across multiple facilities.
  • Work includes developing related administrative regulations, that govern the allocation and distribution of personnel, supplies, equipment, and other resources, or promulgating program guidance for application across in vaired geographic locations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2026.

Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-11 grade level in the Federal Service, that equipped me with the knowledge, skills and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes, but are not limited to: Coordinates strategic planning process with senior leadership, including deployments of plans throughout the organization; overseeing administrative and clinical services to include all specialty and primary care in relation to staffing budgeting, equipment and contracting; developing written communication (correspondence, action plans and reports) that are provided to stakeholders; planning, organizing, and directing group studies and activities to present convincing recommendations to management; utilize management skills to collect, review and develop comprehensive business plans for expansions and/or new initiatives.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
