Duties

  • You will serve as assistant to the command counsel in advising the Commanding Officer, Naval Education and Training Command (NETC);
  • You will provide legal support in each of the traditional Office of General Counsel practice areas for NETC headquarters and subordinate activities
  • You will serve as lead counsel in supporting and securing DON interests in EEOC and MSPB administrative and in other federal litigation, including federal court litigation
  • You will executie a lead role in coordinating NETC’s ethics and standards of conduct compliance program with the NETC Force Judge Advocate, NETC OGC field offices, and subordinate training and education organizations.

Qualifications

This vacancy will be filled at the GS-14 level. To be considered for a GS 14, Your resume must demonstrate a minimum of three and one half years professional legal practice experience. Pay will be set commensurate with the successful candidate's qualifications and funding availability.

The successful candidate must have strong analytical, writing and research skills. The successful candidate must also demonstrate familiarity with or experience in traditional OGC practice areas (acquisition, civilian personnel law, fiscal law, and government ethics/standards of conduct). As an Assistant Counsel, the incumbent is expected to address legal matters for the primary client, Commander, NETC, and their management staff, which requires familiarity with or experience in civilian personnel law, fiscal law, ethics and standards of conduct, Privacy Act, as well as contract formation and administration. Another major practice area includes litigation before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB) and support to Assistant United States Attorneys representing the Navy in federal court. Additional areas of practice include miscellaneous administrative law issues that arise concerning the authority to conduct training both within and outside CONUS.

4. Documented experience with federal district court employment cases, EEOC/MSPB administrative litigation or other high volume military or civilian civil or criminal litigation experience.
5. Their ability to work both independently and as part of a team. Applicants with a record of making significant contributions to the advancement of DON OGC or equivalent Office of General Counsel or law firm/office beyond the day-to-day legal practice are highly desired
