This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST-Title 5 OBO, Position Description Number T5261000 and is part of the WI JFHQ G4, Wisconsin National Guard.
Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST-Title 5 OBO, Position Description Number T5261000 and is part of the WI JFHQ G4, Wisconsin National Guard.
Serves as primary state representative and point of contact for all DOD highway movements.
Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support.
Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment.
Represents the CONUSA Commander as DOD representative of the state DOT Emergency Highway Traffic Regulation (EHTR) Center, when activated by the governor.
Manages the State General Services (GSA) lease Vehicle Program (less recruiting and retention vehicle program).
Plans and schedules work in a manner that promotes a smooth flow and even distribution.

Incumbent must complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
Incumbent must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
*Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications
GENERAL EXPERIENCE: Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
SPECIALIZED EXPERIENCE: To qualify for the GS-2130-09 level, you must have 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes
effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
Education

master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
