Summary

The Office of the Director of National Intelligence (ODNI) Executive Operations Staff (EOS) is the central point for streaming the development and execution of efficiencies, policy and guidance for the ODNI. On behalf of the DNI and Principal Deputy Director of National Intelligence (PDDNI), EOS manages the planning of leadership executive engagements and official functions and serves as the point of contact, coordination & control for all DNI front office correspondence.

Duties

Help

Successful execution of large, complex, high-level official functions in support of the Director of National Intelligence (DNI) and Principal Deputy Director of National Intelligence (PDDNI).

Provide event support, in the selection and approval of internal and external locations for official functions, and in the integration of resources and support activities of multiple Office of Director of National Intelligence (ODNI) organizations and disciplines

Execution of complex protocol activities and functions, understanding of the interdependencies of various support disciplines and organizations.

Maintain productive working relationships with ODNI staff, other Intelligence Community (IC) organizations, and private service providers in order to effectively develop and deliver integrated mission driven solutions to ODNI customers' protocol requirements.

Prepare and produce invitations, seating diagrams, guest rosters, make recommendations and purchase official gifts, and perform other administrative items related to official events and meetings.

Define and manage customer relations, ensuring that customer expectations are consistent with realistic time and cost projections and technical feasibility; discuss and resolve issues with customers, proactively identify appropriate service providers from across the ODNI, and integrating their service delivery activities.

Resolve support issues; implement procedures and processes to solve difficult problems across ODNI projects and/or programs.

Coordinate and monitor all aspects of delegated events in accordance with Chief of Protocol's guidance.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Basic knowledge of sophisticated diplomatic and protocol procedures and ability to plan and implement events, VIP visits, meetings, military ceremonies, and other special occasions; basic knowledge of internationally accepted protocol methodologies and standards of diplomacy.

Basic knowledge of IC membership, structures, interrelationships, and DNI mission priorities as well as all branches of the U.S. Military Services.

Basic analytic and critical thinking skills and ability to coordinate and solve complex support-related problems, identify needs and requirements, and develop non-linear support improvement recommendations for implementation across the ODNI.

Basic ability to provide leadership and guidance in the effective coordination of support for high-level official functions; ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive plans.

Basic ability to show accountability for their work, setting and /or meeting priorities, and organizing and utilizing time and resources efficiently and effectively to achieve the desired results, consistent with the organization's goals and objectives.

Basic ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices; use of tact and diplomacy in addressing confidential or highly sensitive events, and during contact with foreign dignitaries, senior leaders, employees and customers.

Basic ability to balance responsibilities and manage multiple projects and assignments; ability to transition effectively from task to task, adapting to varying customer needs.

Interpersonal, organizational, and problem-solving skills, including ability to work effectively both independently and in a team or collaborative environment.

Basic ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
