Duties

Help

  • Coordinates the Installation Military and Civilian Drug Testing Programs. Under the direct supervision of the installation commander/director or designee, is responsible for all aspects of the installation Drug Demand Reduction Programs to include budget, military and civilian collection programs, and drug abuse prevention, education, and outreach.
  • Provides administrative oversight to the DAF Drug Demand Reduction Program. Responsible for oversight of Drug Testing Program Administrative Managers (DTPAMs) working at the installation DDR collection site.
  • Performs DAF Drug Demand Reduction Program Training. Serves as the subject matter expert in both civilian and military DDR for installation programs.
  • Performs evidence-based outreach and prevention education activities. Conducts installation training to increase knowledge of the DAF Drug Demand Reduction Program and the effects of illicit drug and substance abuse.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing
  • The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program
  • A sound background in outreach and prevention of illegal substance abuse and prescription misuse is highly desired
  • Disclosure of Political Appointments
  • Knowledge of urine collection and member/sample management software programs and web-based platforms is highly desirable
  • May be required to travel by military/commercial aircraft in the performance of temporary duty assignments
  • This position may occasionally access local community venues for outreach activities (i.e., Red Ribbon Week), which in some cases involves working with children on base and in the community
  • In accordance with Public Law 101-647 Section 231, and Public Law 102-190, Section 1094, an FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position
  • BA/BS degree (or equivalent years of work experience) in the field of management, education fields, counseling, social work, or equivalent is highly desired
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Possess an AFMEDCOM-approved civilian collection trainer certification or the ability to meet certification requirements (per DAF and Health and Human Services (HHS) policy, guidance, and instruction)
  • Once employee achieves 12 months of sample collection experience, they must become a certified trainer, for military and civilian programs, within 3 months by successfully completing an AFMEDCOM-approved "train the trainer" course
  • Individuals are ineligible to serve as DDRPMs if they have a record of conviction by court-martial or civilian criminal court.

Additionally, the individuals are ineligible if they have received non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand or similar administrative action (Letter of Admonishment, Letter of Counseling) for misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution).

Must have no pending civilian criminal action or pending administrative action (Separation, Letter of Reprimand/Counseling/Admonishment for dishonesty, fraud or other integrity offenses) IAW with operational regulations.

The individual will be asked to certify, and will sign a statement certifying, no record of conviction for any offense or history of past misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution).

Individual must not have a medical or mental health condition that precludes the individual from responsibly performing assigned duties.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.



In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes : 1) Applying knowledge in Drug Demand Reduction Program goals, principles, methods, possible effects of illicit and prescription drug use/abuse on mission accomplishment and community life. 2) Knowledge of accepted training theories, methods, and techniques concerning group dynamics, techniques for facilitating groups, teaching classes, making presentations. 3) Knowledge of the budget process, developing, maintaining and executing a budget.

Successfully completed a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Drug Demand Reduction Program goals, principles, methods, and techniques for implementation and continued support of the Drug Demand Reduction Program to include knowledge of the possible effects of illicit and prescription drug use/abuse on mission accomplishment and community life.

2. Knowledge of accepted training theories, methods, and techniques concerning group dynamics and of techniques for facilitating groups, teaching classes, and making presentations.

3. Knowledge of the budget process, including developing, maintaining, and executing a budget.

4. Skill in using DoD Drug Demand Reduction databases and office automation programs (Word, Excel, TEAMS, Outlook) to produce data from various sources to define problem areas and focus corrective action.

5. Ability to communicate effectively with others, both orally and in writing, to manage the Drug Demand Reduction Program and provide educational materials.

6. Ability to plan, organize, coordinate, and direct work and programs in situations where numerous diverse demands are involved.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
