Duties

Help
  • Serves as the Technical Director within the Defense Health Management Systems (DHMS) Program Management Office (PMO) to provide expert leadership for the Department of Defense’s healthcare management modernization initiatives.
  • Advises senior agency officials on strategic technical efforts to ensure effective planning, direction, and management of DOD-assigned programs.
  • Establishes the technical roadmap and program boundaries to align strategic planning with the overall scope and general requirements of the mission.
  • Resolves complex technical problems through expert assistance to maintain operational continuity across all program workstreams.
  • Directs the preparation of program documentation to ensure comprehensive oversight of systems engineering and cybersecurity efforts.
  • Recommends programmatic adjustments and shifts in emphasis to achieve an optimal balance of objectives for major defense programs.
  • Defines technical details for budget and work program estimates to facilitate accurate submissions to the Program Executive Office Defense Health Management Systems (PEO DHMS).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is designated as a Critical Acquisition Position (CAP). The incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • This DAW position requires the incumbent to be Level II certified at time of assignment or able to acquire Level II certification within 60 months of assignment in the DAW career category field of Engineering and Technical Management.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience 1) Experience as a technical advisor on large-scale, complex IT initiatives, such as program management or system acquisition. 2) Experience providing strategic oversight for the management of systems engineering and/or cybersecurity, and 3) Experience as an expert advisor in high-level engagements with senior officials in government, industry, or scientific sectors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

**This is a Defense Acquisition Workforce position. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD.
