Duties

Help

  • Provides expert logistics management guidance on the integration of Operational Contract Support (OCS) into Joint Planning processes. Services as the CCJ4 lead logistics planner of OCS, coordinating and synchronizing commercial support capabilities into campaign and contingency planning.
  • Leads the development and implementation of logistics policies, procedures, and practices related to Operational Contract Support (OCS) to endure compliance with DoD directives and statues.
  • Manages logistics training and assessments related to Operational Contract Support (OCS). Develops and implements logistics training programs for USCENTCOM staff, ensuring personnel are prepared to manage and execute logistics support operations in various contingencies.
  • Represents USCENTCOM in high-level logistics meetings and discussions with senior military officials, providing expert analysis and recommendations on logistics strategies, programs, and policies.

  • Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees is sensitive positions presents a clear threat to the mission on the USCENTCOM, national security, and public Safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Term position NTE 13 Months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Expert-level knowledge of logistics planning principles, concepts, and methodologies, including qualitative and quantitative analysis techniques, to assess Operational Contract Support (OCS) in contingency operations, military planning, and exercises; and to develop logistics OCS recommendations. Thorough knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Army organizations to provide command level staff guidance and/or conduct comprehensive studies to identify and propose solutions on manning and skill levels to staff organizations at subordinate installations that may affect mission requirements. Extensive knowledge of internal and external organization programs sufficient to conduct trend analysis and communicate this with the contracting office being reviewed. Ability to provide sufficient feedback on the issues and recommend courses of action to correct. Expert knowledge of current policies and procedures for managing Contractor Personnel including ability to access and utilize information contained in the Synchronized Pre-Deployment and Operational Tracker (SPOT) system, and ability to train others in the use of these systems. Knowledge of and ability to use the latest communications and collaborations tools in the industry. Expert in military operations execution and planning in a Joint military environment. Ability to draft warning and execute orders, fragmentary orders, operations and concept plans, command policy letters and executive level correspondence. Extensive knowledge of and an understanding of the Whole of Government construct, the Interagency Management System, and the framework of doctrine, regulations, and plans which guide the Interagency, Joint and multinational environments. Expert in the use of diverse OCS policies, directives, and laws to facilitate recommendations for responsive plan development.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of logistics management principles, concepts, and theories related to the integration of Operational Contract Support into joint miliary operations and contingency planning.
  • Knowledge of joint logistics planning and operations to evaluate, plan and synchronize logistics support and contracted capabilities across a range of military operations.
  • Skill in applying logistics management practices to develop and implement logistics policies, procedures, and training programs that support the mission.
  • Ability to analyze and assess logistics readiness, identify gaps in logistics capabilities, and develop recommendations to improve efficiency and effectiveness in logistics operations.
  • Ability to communicate logistics strategies and plans clearly and effectively, both orally and in writing, with senior leadership, peers, and stakeholders.
  • Ability to manage logistics projects and coordinate across multiple organizations to ensure the successful execution of joint logistics and contracted support operations.
