The Supervisory Program Specialist position is located in Medicine Service at the Ralph H Johnson Veterans Health Care System in Charleston, South Carolina and is responsible for the development of space and design programs, data collections and analysis, interpretation and presentation to Medicine Executive Leadership.

Duties may include but are not limited to:

  • Advises and provides administrative direction and guidance to Supervisory Health Systems Specialist, and Chief, Medicine Service and all Medicine Service Section Managers and employees as it specifically relates to all Community Based Outpatient Clinic operations to
    include conducting management/Program analytics to include conducting quantitative and qualitative analysis/surveys.
  • Researches, interprets, and analyzes Medicine policies, directives, regulations, etc. Determines the impact on Medicine Service's operations, functions, funding, staffing levels and resources. Develops goals and objectives that integrate national directives with the Medicine Administrative requirements and objectives.
  • Identifies causes, prepares reports of findings, recommendations and develops Medicine administrative policies and establishes administrative policies and procedures.
  • Presents and discusses a range of subjects that impact the Medicine Service administrative operations such as resource use/effectiveness, organizational realignments, and prioritization of resources.
  • Coordinates activities and actions which cross Service lines, establishing responsibilities and time schedules.
  • Develops plans on Medicine administrative functions and recommends solutions to resolve various issues that impact the Service.
  • Reviews resource levels, recommends distribution of allocations, and apprises the Chief, Medicine Service of problem areas.
  • Executes VA, VISN, VA Health Care System and COS directives and makes supplemental decisions in their implementation for the Service. Advises the Chief, Medicine Service and recommends ways to improve effectiveness and efficiency of work operations in Medicine Service considering the Health Care System's services and complex functions.
  • Prepares written recommendations and delivers briefings to executive leadership to encourage understanding and acceptance of findings and recommendations.
  • Advises management on issues that are sensitive or controversial, such as moral and ethical employee lapses, patient abuse, criminal activities, and fraud.
  • Performs special investigations as called upon by leadership as well as the Director as requested such as reports of survey, personal claims, patient abuse and disciplinary/adverse actions.
  • Prepares correspondence for management, Human Resources, union officials, Central Office, and legal counsel as well and evidence gathering and analysis.
  • Serves as the principal advisor to the department on all administrative management matters associated with programs and operations of our CBOCs.
  • Plans, organizes, and directs the administrative activities of the Medicine Service Line exercising supervisory personnel management responsibilities.
  • Ensures compliance with legal and regulatory requirements and meets customer needs.
  • Researches complex ongoing and projected programmatic activities.
  • Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings.
  • Develops, modifies, and/or interprets performance standards.

Work Schedule: Monday-Friday, 7:00am - 3:30pm. Work schedule subject to change based on agency needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing and performing administrative functions such as program management and program oversight, budget and finance, and management and program analysis. Leading or supervising functions. Researching, interpreting, and analyzing policies, directives and regulations within an organization. Reviewing resource levels and recommends allocation of resources while identifying problem areas.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is principally sedentary; however, some walking, standing, and bending may be required by the position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
