Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Plans, organizes, and directs the activities of Asset Accountability Element, ensuring that the Asset Accountability function complies with legal and regulatory requirements and meets customer needs.
  • Represents the organization with a variety of installation and functional area organizations.
  • Communicates and coordinates Asset Accountability Element issues with higher headquarters, regulatory agencies, other installation units, and other local officials, etc.
  • Directs the development and execution of the Asset Accountability Element budget, and preparation of Planning, Programming, and Budgeting System (PPBS) documentation in support of element planning.

  • May be required to work overtime on an unscheduled or emergency basis.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience include develops asset accountability goals and objectives that integrate organization and Installation Management objectives; Establishes policies and procedures for accomplishment of Asset Accountability functions; Identifies developmental and training needs of employees, providing or arranging for needed development and training; Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work; Establishes, develops, and maintains effective working relationships with other elements and flights in Base Civil Engineer and other offices involved in areas related to Asset Accountability Element activities; Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise; Serves as the official spokesperson for Asset Accountability Element issues, concerns, and actions for the installation.; Prepares or directs preparation of analytical data reports; Evaluates and recommends programs and develops Activity Management Plans (AMPs) and Sub-AMPs and other support.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide-range of multidisciplinary principles, practices, procedures, and goals of real property, financial management, force management, and information technology functions, practices, and procedures.
2. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting (PPBS).
3. Knowledge of personnel management, EEO, safety, and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and staff of an organization.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
