Duties include but are not limited to:
Personnel Administration and Management Work (25%)
Coordinates personnel actions, maintains personnel-related records, establishes performance standards/competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to managers, and handles matters involving recruitment, promotion, awards, position classification, training, counseling, disciplinary actions, grievances, etc. Prepares resource requests, recruitment ads, and manages all aspects for employee recruitment for the Service. Approves and certifies timecards and provides guidance to staff regarding tours of duty and overtime, and selection of candidates for nonprofessional positions.

Personnel Management Responsibilities (25%)
Provides primary technical and administrative support for service Prosthetic Representative GS-0672, Purchasing Agents (Prosthetics) GS-1105-5/6/7, Prosthetic Assistants GS-0303-05, volunteers and CWT. Facilitates execution of Prosthetic related Tasks such as PATS, employee relations, managing new employee on-boarding requirements, composition of promotion, details, and reassignment tasks in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Incumbent is responsible for assisting in position management, requesting funding for the filling of vacant positions, and the establishment of new positions. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employee responsible for satisfactory and timely completion of work assignments. Appraises subordinate worker performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases.

Budgeting/Financial/Resource Management Work (25%)
Analyzes and prepares budget submissions, overseeing timekeeping responsibilities, and manages personnel and space issues. Maintains awareness of and information about the overall status of financial resources in order to react to changing situations with timely recommendations, Implements PSAS fiscal management. Liaises between the Service and the Decision Support System (UDO report) personnel to ensure proper accounting of resources. As the Service fiscal management key official, formulates and submits budget plan each fiscal year. Provides advice and assistance to the Prosthetic & Sensory Aid Service on funds availability and how to maximize actual dollar allocations. Manages Delegation of Authority (DOA) memos, coordinate received PATS and service appeals, and communicates this information to the Prosthetic Service.

Supplies, Equipment, Space and Materiel (25%)
Ensures contract approvals and funding obligations are obtained. Coordinates with vendors, prepares statements of work, and maintains all contracting and updated SOP records for the service. Provides advice to service staff on contracting and procurement policies and issues. Service as the record management liaison for the service. Manages the overall supply needs, devices, services, and materiel requirements for the service. Conducts inventory of service equipment and property. Documents discrepancies and resolves errors and/or missing items within the records management. Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Financial Management - Analyzes and prepares budget submissions, manages fund control point usage, and manages personnel and space issues.; Organizational Awareness - Acts as liaison for service and works with others to fulfill mission; Leadership - Provides primary technical and administrative supervision for service such as: coordinates personnel actions, establishes performance standards, provides feed back, holds employees responsible for satisfactory work; Communications - Provides oral and written reports and recommendations to top management on projected budget requirements of the service based on an analysis of projected needs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor degree. (TRANSCRIPT REQUIRED)
