Summary

This position is for an Ethics Program Specialist in the Financial Disclosure Division of the Office of the Assistant Legal Advisor for Ethics and Financial Disclosure (L/EFD). The office provides legal advice and technical services concerning the standards of ethical conduct and financial disclosure reporting for the entire Department. You will serve as an Ethics Program Specialist and a source of expertise regarding the financial disclosure reporting program.

Duties

Help
  • Reviews and analyzes public and confidential financial disclosure forms submitted by employees and Presidential nominees to ensure technical accuracy, completeness, and identify potential conflicts of interest.
  • Performs data management duties using financial disclosure tracking systems, monitors database accuracy, and generates reports to support the Department's ethics and financial disclosure program.
  • Communicates program and policy decisions to Department leadership, consults with external stakeholders, and provides assistance and responses on financial disclosure matters.
  • Assists management in developing financial disclosure program policies, implementing new systems, and educating staff to enhance compliance with ethics laws and regulations.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-12 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Experience reviewing and analyzing financial documents or reports for accuracy, completeness, and compliance with applicable policies or regulations.
  • Experience identifying and resolving potential conflicts of interest or compliance issues in financial or business activities.
  • Experience managing, updating, or maintaining data in electronic tracking or management systems.
  • Experience communicating program requirements, policy updates, or compliance information to internal or external stakeholders.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
