Duties

Help

  • Manages and administers data management systems in support of enterprise and mission systems.
  • Support system security analysts in the analysis, assessment, and application of security policies and controls to enterprise and mission data management systems.
  • Serves as technical subject matter expert providing technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations.
  • Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge of a wide range of information technology systems encompassing Oracle data system management, cybersecurity analysis, the design and implementation of enterprise and mission data management system architecture, and the operation and sustainment of data management systems; managing and administering systems in support of enterprise and mission systems and reviewing system architectures, topology, designs, schemas, and protocols to ensure alignment with best practice principles, and requirements; ensuring disaster recovery functionality, monitoring performance of data management systems, evaluating IT system metrics, implementing adjustments to fix performance issues, various aspects of data management system maintenance, developing infrastructure-as-code and configuration-as-code to automate routine maintenance tasks, and supporting system security analysts in the analysis, assessment, and application of security policies; comprehensive, intensive, practical knowledge of information technology systems and skill in applying this knowledge to the development of new methods, approaches, or procedures in the completion of daily responsibilities as well as in resolution of identified system or procedural vulnerabilities and issues. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of database system cybersecurity architecture and principles, access controls, cyber threats and vulnerabilities, and risk and security management.
  2. Knowledge of safety and security regulations, practices, and procedures, to include knowledge of security procedures to maintain control of classified material.
  3. Knowledge of complex relational database management system concepts, principles, architectures, topologies, and methods sufficient to evaluate effectiveness of database systems, develop and design schemas, integrate organization goals and objectives into architecture, and conduct performance testing activities to troubleshoot and optimize performance.
  4. Knowledge and understanding of agency, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s), to include knowledge of security requirements for mission data management systems.
  5. Knowledge of skills necessary to establish, maintain, and administer data management systems, to include relational databases such as Oracle and cloud-based databases such as AWS Relational Database Services.
  6. Ability to communicate effectively, both orally and in writing, including producing technical reports and giving detailed presentations to higher organizational leadership, as well as maintaining good working relationships and working effectively on project teams.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

CONDITIONS OF EMPLOYMENT CONTINUED:

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.   • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.   • Information Assurance Certification is a condition of employment. This position may include information assurance (IA) work as an additional duty. Per DoDM 8140.03, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
