The primary purpose of this position is to serve as a Supervisory principle Financial Resource Advisor under the direction of the Base Civil Engineer for
Civil Engineering Group (CEG). Provides financial decision support and performs a variety of financial management functions.

Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Provides advice, assistance, and guidance on budgeting and related information.
  • Ensures budget execution & work involving the monitoring of obligations incurred & the actual expenditures of a budget with different
    sources & types of funding are performed, such as direct & reimbursable annual, multi-year, & no-year appropriations; apportionment;
    allotments; transfer of funds from other agencies; revenue from industrially funded operations; & refunds.
  • Conducts analyses, reviews, & specials studies of budget and/or related information such as utility sales agreements, service contract
    levels of service, emergency response and facility infrastructure.
  • Develops and/or presents budget/financial reports, and conducts briefings to local and higher-level command officials as required.

  • Fair Labor Standards Act (FLSA): Exempt (Administrative): This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions..

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience with commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of
command- and regulatory-driven plans and programs for conducting civil engineering operations.
2. Skill in applying analytical and evaluative methods and techniques relevant to Civil Engineering fiscal support.
3. Skill in conducting comprehensive studies and preparing solutions to complex, multi-appropriations budget
formulation and execution problems.
4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to
accept and implement recommendations, where proposals involve substantial resources, and require extensive
changes in established concepts and procedures.
5. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good
working relationships.
6. Ability to lead, manage, and supervise a subordinate workforce to maintain effective working relationships.

Ideal Candidate
1. Mastery of the Federal Appropriations Process: A deep understanding of the federal budget cycle. This includes knowledge of how funds are appropriated by Congress, the roles of agencies like the Office of Management and Budget (OMB), and the potential for funding shifts with new administrations or executive orders.

2. Proficiency in Department of Defense (DoD) Reimbursement Protocols: Possess comprehensive knowledge of the DoD's specific reimbursement and financial accounting systems. This is essential to ensure that the correct appropriations are used and that the proper government customers are accurately billed for all civil engineering services and infrastructure they are responsible for, thereby ensuring full fiscal compliance and accountability.

3. Adaptability and Regulatory Knowledge: The federal landscape is constantly changing, and a successful budget supervisor must be adaptable. This includes staying up-to-date on new legislation, regulations, and policies that may impact funding.

4. Understanding of Civil Engineering Project Management: A strong understanding in project management processes and cost estimation is desirable

5. Collaborative Leadership and Communication Skills: Leveraging collaborative leadership and adept communication skills is crucial for navigating complex situations while firmly holding fiscal responsibilities.

6. College Education: Bachelor's of Science Degree is desirable.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
