  • This is a Centrally Managed position under the Civil Engineer Career Field.
  • The employee must, within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • A Bachelor of Science Degree in Engineering or a related field or the equivalent is required. Graduate work or an advanced degree in engineering is desirable.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position in order to operate a military or a rental vehicle.
  • May be eligible for General Overseas Allowances and Differentials

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-801, General Engineering Series.

GS-0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE SUPERVISORY GENERAL ENGINEER, NH-0801-04: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Specialized experience is described as the ability to manage engineering functions in mechanical, electrical, civil, environmental, energy or architecture disciplines; knowledge in engineering planning and programming; and/or knowledge of engineering software applications.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of professional engineering concepts, principles, and practices in two or more disciplines including mechanical, electrical, civil, environmental, energy, familiarity with architecture and planning disciplines, and knowledge of existing and applicable software applications in the functional area of responsibility to effectively manage engineering functions to support the organization's mission.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of AF engineering and planning programs; sound business practices; AFCEC Headquarters responsibilities; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS).
4. Skill in written and oral communication to formulate/disseminate staff packages and criteria, develop/conduct briefings, and present issues and recommendations to gain support for AM programs.
5. Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources; researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations; developing conclusions and recommending solutions based on justifiable facts and evidence.

PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work.

WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has been designated as Emergency Essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
