This position serves as the Supervisory Social Worker for the Health Care for Homeless Veterans (HCHV) Program. The incumbent provides leadership, oversight, and supervision for staff delivering outreach, case management, and housing services to homeless Veterans. The role ensures compliance with VA policies, accreditation standards, and program performance measures.

As a Supervisory Social Worker (Health Care for Homeless Veterans - HCHV), you will:

  • Provide leadership and supervision to a multidisciplinary team delivering services to homeless Veterans, including outreach, case management, and coordination of care.
  • Plan, develop, implement, and evaluate program operations to ensure compliance with VA policies, accreditation standards, and performance measures.
  • Oversee clinical and administrative functions, including workload management, scheduling, and resource allocation to meet program goals.
  • Conduct performance evaluations, provide training, and mentor staff to enhance professional development and ensure high-quality service delivery.
  • Collaborate with internal and external stakeholders, including community agencies, to develop partnerships and improve access to housing and supportive services for Veterans.
  • Monitor program data and prepare reports for leadership, ensuring accurate documentation and adherence to reporting requirements.
  • Serve as a subject matter expert on homelessness and social work practices, offering guidance on complex cases and policy interpretation.
  • Ensure compliance with ethical standards and VA regulations, maintaining confidentiality and promoting Veteran-centered care.

Work Schedule: Monday through Friday, 7:30 am - 4:00 pm

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidate's qualifications must clearly demonstrate the level of competence required for the grade.

Supervisory Social Worker, GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced
practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may
have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a
defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must
be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.

(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality
improvement.

(c) Ability to ensure provision of clinical social work services by supervised social workers.

(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and
timely fashion.

(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use
data effectively to manage workload, quality, performance, and productivity within the service.

(f) Ability to provide staff training and development.

Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty),
and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise
professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work
service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical
services.

Physical Requirements: Eligible applicants must be physically and mentally able to perform efficiently the essential functions of the position, with or without reasonable accommodation, without hazard to themselves or others. Preferred Experience: 1 years of supervisory experience.

The full performance level of this vacancy is GS-13.
