Duties

Help

Administration (40%)

  • Ensures the successful management, administration, and operation of all MWR and Child & Youth Program (CYP) activities, services, and facilities.

  • Develops, executes, and interprets policies, serving as the principal advisor to installation leadership on all MWR and CYP matters, and personally resolves complex issues.

  • Continuously reviews programs to ensure high standards of performance and customer service, identifies areas for improvement, and drives efforts to achieve and maintain program accreditation.

  • Performs long-range planning to forecast operational requirements, ensuring facilities are well-maintained and cost-effective, and develops studies to evaluate the adequacy of current services.

  • Administers and ensures full compliance with all fire, safety, sanitation, security, and occupational health programs.

Financial Management (30%)

  • Directs the financial, operational, and personnel assets for both Appropriated Fund (APF) and Non-appropriated Fund (NAF) organizations.

  • Optimizes program delivery through standard business practices, cost reduction, and efficiency improvements; develops and implements innovative business methods to achieve goals while managing resources effectively.

  • Manages the overall financial wellbeing of MWR and CYP programs, including the development and execution of comprehensive budgets and business plans.

  • Analyzes financial data and budget execution to ensure maximum benefit from resources, forecasts program requirements, and prepares reports and justifications for senior leadership.

  • Ensures all staff adhere to authorized acquisition methods and that all financial records and assets are secure.

Technical Oversight (30%)

  • Provides technical guidance and administrative oversight for a large, diverse team of professional, technical, and skilled employees.

  • Performs the full range of supervisory duties, including assigning work, defining priorities, hiring, evaluating performance, managing training, and initiating corrective actions as needed.

  • Analyzes manpower requirements and recommends staffing level adjustments to meet mission demands.

  • Creates, shapes, and maintains a positive work environment by championing Equal Employment Opportunity (EEO) initiatives and ensuring all personnel can perform to their maximum ability.

  • Open to employees in the local commuting area. The SF 50 must be uploaded to verify community area.

Qualifications

Specialized Experience Required: You must meet the following requirements by the closing date of this announcement. One year of specialized experience demonstrating the ability to perform the duties of this position. This experience must be directly related to the work of the position. Experience must show progressively responsible administrative/management work.

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs. A qualified candidate must possess:

  • Knowledge of Navy MWR management practices, theories and techniques which provide a basis to assist in planning and implementing ashore MWR programs. This includes detailed knowledge of Program Policies, Instructions and Operating Manuals.
  • Knowledge of NAF and APF funding sources and procedures for securing funding through chain of command.
  • Skills in prioritization of effort, interpersonal communications (written and oral), customer relations and conflict resolution.
  • Knowledge of the Navy military organization and function; and Navy policies and procedures for directing proper administration ashore.
  • Knowledge of ashore commands' environment, routines, and organizational structures.
  • Ability to identify and solve problem areas. Ability to deal effectively with all levels in the chain of command. Innovation and high degree of perception to identify and recommend management improvements that have the potential to improve all Navy commands.
  • Ability to direct and coordinate difficult and complex programs and ability to develop, apply and adjust plans and policies to attain objectives.
  • Ability to make decisions or recommendations which have/will have a significant impact on recreational services policies or programs.
  • Ability to work as a team player within the organization.
  • Skill in the use of MS Word, Excel, Power Point and SAP financial software.
  • Ability to execute duties as a Contract Officer or Contract Officers Representative, for official Navy contracts, as needed.

Education

Education may not be substituted for specialist experience at this level.
