Summary

The Training Specialist works in the Durham VA Health Care System providing initial and ongoing orientation for all facility schedulers including administrative and clinical staff. The incumbent has substantive administrative authority for creating curriculum and conducting a comprehensive training and education program for administrative personnel assigned to scheduling patients throughout the Durham VAHCS.

Help

  • Creates curriculum and conducts a comprehensive training and education program for administrative personnel assigned to scheduling patients throughout the Durham VAHCS
  • Analyzes and interprets work processes to determine educational needs of individual employees
  • Monitors minimum standards for quality and productivity
    assessing and developing standard work and training programs
  • Conducts formal and on-the-job instruction
  • Evaluates training outcomes and ongoing auditing for compliance
  • Implements training modules for new and existing employees for schedulers and other medical center staff
  • Performs work in the development and/or evaluation of courses for training programs implements
    changes based upon evaluations of courses/programs
  • Provides instruction covering a wide variety of topics in well-established areas of a subject matter field, which
    includes training healthcare providers and MSAs
  • Identifies and determines training priorities, conducts, and administers training programs, and develops and improves training guidance as it relates to VistA, VSE, CPRS, VAOS, VEText, ICB, BISL, VCM, MHV, and other computer applications
  • Originates initiatives to address identified deficiencies or process improvement opportunities. Is knowledgeable about the
    competency-based orientation and validation program and activities
  • Trains and orientates users (clerical, administrative, and clinical) in selected program and applications (VistA, VSE, CPRS, VAOS, VEText, ICB, VCM, MHV, VetLink)
  • Responsible for IT security and confidentiality for, but not limited to, data, network or system access, accessibility codes for training activities
  • Responsible for scheduling security key access approval and maintenance for the facility schedulers, including auditing, compliance, and
    removal of keys/menus as warranted
  • Develops, obtains, and adapts current instructional materials
  • Initiates educational programming which is responsive to changes in the policy/procedure/technology, and promotes the
    mission, vision, and values of the organization
  • Works with supervisory staff to ensure assigned staff is sufficiently trained to handle the unique needs of each clinic
  • Provides staff with training on latest computer software/hardware
  • Documents employees' skills and competencies
  • Performs other duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the next lower grade level. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • To qualify at the GS 7 grade level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing or instructing others on a regular basis;. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate education leading towards a master's degree, or have superior academic achievement. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
  • To qualify at the GS-9 grade level:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing or instructing others on a regular basis; OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related. To be qualifying, major study must be in education or a subject area related to the position to be filled. Education must demonstrate the knowledge, skills, and abilities to successfully perform the duties of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
