Serves as US European Command (EUCOM) Joint Electromagnetic Spectrum Operations Cell (JEMSOC) Chief under the supervision of the EUCOM Information Operations and Special Activities (IOSAD) Division Chief. Is the senior Electromagnetic Spectrum Operations (EMSO) advisor to all policy, Doctrine, and Requirement at USEUCOM and is the senior subject matter expert for all EMSO systems, while functioning as the JEMSOC Chief.

Duties

Help
  • Serves as the Commander’s primary advisor on all EMSO-related issues, providing expert counsel to senior leadership on electronic warfare trends, force readiness, and strategic opportunities.
  • Develops the theater-wide EMS superiority strategy and shapes global EMSO policy by drafting, reviewing, and contributing to joint doctrine and major policy initiatives.
  • Develops and oversees all deliberate and crisis action JEMSO planning, serving as the lead for integrating Electronic Warfare (EW) into all theaters, campaign, and concept plans.
  • Supervises a diverse team of military, government, and contractor personnel across data fusion, planning, and operations, ensuring the cell is trained and ready.
  • Executes Electromagnetic Spectrum Coordinating Authority (EMSCA) to plan, coordinate, and prioritize all JEMSO activities, acting as the controlling authority for all EMS-use policy in the theater.
  • Serves as the command's senior subject matter expert to identify critical capability gaps, evaluate program performance, and inform the development of new material and non-material solutions.
  • Acts as the command's representative to NATO, the Office of the Secretary of Defense (OSD), the Joint Staff, and other international partners to synchronize global EMSO planning efforts.

  • This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with eligibility for access to Special Compartmentalized Information (SCI) for the duration of employment.
  • This position is subject to pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position is designated as a Watch Officer (WO) position. The incumbent must be able to obtain and maintain Watch Stander certification in accordance with JOC SOP by completing certification syllabus and currency training.
  • The incumbent will work two 12-hour shifts every 60 days to maintain currency. During crises or low manning, they may work routine 12-hour shifts, including nights, weekends, and holidays, within weekly paid-hour limits.
  • This positions is designated Mission Essential per DODI 3020.42 require the incumbent to report to or remain at work during severe weather or other natural or man-made emergencies to ensure mission operations continue.
  • This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. You will be evaluated on your competency in the following areas, based on one year of specialized experience that includes:

Advising senior leadership on Electromagnetic Spectrum management to develop and shape cross-functional operational strategies; AND

Directing the integration of electronic warfare and information-based capabilities into complex operations plans and high-fidelity wargaming scenarios; AND

Integrating advanced capabilities into large-scale exercises and operations, contributing directly to the development of new policy and doctrine; AND

Identifying capability gaps and synchronizing planning efforts across internal teams, external stakeholders and global partners.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
