Serving as a Lead Human Resources Specialist (Information Systems) GS-0201-12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Workforce Support Branch (WSB), Human Capital Office (HCO), Mission and Readiness Support Directorate (MRSD) at FLETC in Glynco, Georgia.

The primary purpose of this position is to provide technical support and management of various HR specialties as they relate to system processes/functions/capabilities and the infrastructure supporting the HR information system(s), and information technology concepts, practices, and procedures.

Typical duties include:

  • Overseeing and ensuring the accuracy and timely processing of all personnel actions to include pre-auditing, post-auditing, and evaluating correctness in relation to governing laws, regulations, policies and standard operating procedures.
  • Organizing and guiding HR Assistants and Specialists in the processing of a full range of personnel actions ensuring correctness of data elements to include appointing authorities, allowances, compensation, entitlements, health and life insurance.
  • Evaluating overall work requirements, making workload adjustments, setting priorities, establishing general methodologies, providing technical assistance in the most difficult cases, advising employees on program goals and objectives, making decisions on problems presented by employees or referring to supervisor for assistance, and ensuring that production and accuracy requirements are met.
  • Training staff members, managers, and supervisors on various human resources information technology systems.

Specialized Experience:


You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as 1) Overseeing and ensuring the accuracy and timely processing of all personnel actions to include pre-auditing, post-auditing, and evaluating correctness in relation to governing laws, regulations, policies and standard operating procedures, 2) Organizing and guiding HR Assistants and Specialists in the processing of a full range of personnel actions ensuring correctness of data elements to include appointing authorities, allowances, compensation, entitlements, health and life insurance, 3) Evaluating overall work requirements, making workload adjustments, setting priorities, establishing general methodologies, providing technical assistance in the most difficult cases, advising employees on program goals and objectives, making decisions on problems presented by employees or refers to supervisor for assistance, and ensures that production and accuracy requirements are met, and 4) Training staff members, managers, and supervisors on various human resources information technology systems.

You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as 1) Overseeing and ensuring the accuracy and timely processing of all personnel actions to include pre-auditing, post-auditing, and evaluating correctness in relation to governing laws, regulations, policies and standard operating procedures, 2)Organizing and guiding HR Assistants and Specialists in the processing of a full range of personnel actions ensuring correctness of data elements to include appointing authorities, allowances, compensation, entitlements, health and life insurance, 3) Evaluating overall work requirements, making workload adjustments, setting priorities, establishing general methodologies, providing technical assistance in the most difficult cases, advising employees on program goals and objectives, making decisions on problems presented by employees or refers to supervisor for assistance, and ensures that production and accuracy requirements are met, and 4)Training staff members, managers, and supervisors on various human resources information technology systems, 5) Maintaining awareness of advances made by FLETC staff in processing of personnel and payroll information, 6) Representing FLETC on various DHS work groups and component efforts by attending User forum meetings and bringing issues for discussion.

This position may be filled at the GS-12 or GS-13 level. If selection is made at the GS-12 level, promotion to the GS-13 level may occur without further competition.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for a suitability/fitness as a condition of placement in this Non-Sensitive, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
