Duties

Help
  • Establishes and updates local compensation plans (LCPs) for all missions, which defines Locally Employed (LE) Staff pay and benefits, based on local law and prevailing practice.
  • Serves as a subject matter expert in responding to requests from mission management, post HR, Department officials, and other stakeholders in a timely and effective manner.
  • Provides support to posts to effectively recruit and retain qualified LE Staff to support Mission and Department objectives.
  • Identifies post-specific, regional, and global anomalies or trends and formulates solutions.
  • Adapts to shifting priorities, applies innovation to meet Mission and Department needs, streamline processes, and uses technology to improve efficient delivery.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience providing programmatic support to federal HR professionals and Locally Employed (LE) staff at U.S. Missions abroad.
  • Experience analyzing commercial vendor survey data to recommend compensation and benefit adjustments for LE Staff.

There is no substitute of education for specialized experience for the GS-13 position.

Your qualifications will be evaluated on the following competencies:

  • Knowledge of advanced management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to conduct surveys and studies of Bureau organizations and operations to assess productivity and efficiency.
  • Knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s organizational structure, workflow, staff size, and occupational mix.
  • Skill in gathering and analyzing facts and data to formulate conclusions and provide recommendations.
  • Ability to communicate orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
  • Ability to communicate in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
