Duties

Help
  • The duties may include, but are not limited to:
  • Performs all phases of grading, inspection, and certification activities, including unscheduled fee grading, certification, or verification activities.
  • Performs duties in a variety of establishments including, but not limited to, poultry processing plants.
  • Monitors the plant and processing operations to assure that the plant remains in compliance with regulations.
  • Assigned to provide service in a large geographic area and is subject to TDY assignments or details to different geographical areas.
  • Maintains relations with plant management and employees.
  • Prepares and maintains a variety of reports and records.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-10 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 grade level) that demonstrates:

  • Perform a full range of commodity grading and inspection services for producers and trade members, ensuring compliance with established standards and regulations.
  • Evaluate processing equipment, operational procedures, and storage or transportation conditions; advise industry personnel on quality control methods to maintain product integrity.
  • Serve as a technical authority by conducting final grading reviews, making appeal determinations, resolving disputes, and providing comprehensive technical guidance to stakeholders.
  • Inspect complex product formulations, processing techniques, and sanitation practices; prepare and review detailed reports, ensure consistent application of standards by staff, and recommend process improvements.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-10 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.

  • Prolonged standing, walking, stooping, bending, twisting, and climbing; physical coordination and balance on ladders, and when required to get into and out of commodity, chilling/freezing, holding, and storage facilities.
  • Finger dexterity in at least one or both hands/fingers to perform digital examinations of commodities and grasping/handling or moving equipment.
  • Normal or corrected vision in at least one eye for distance, depth perception, and color to detect abnormalities in product.
  • Work environment includes regular and reoccurring moderate discomforts working in and exposure to freezing, humid, and/or hot temperatures; dust; odors; and wet and/or slippery surfaces, equipment, floors, and stairs.
  • Selectee may be required to work on weekends, holidays, and overtime; multiple shifts and/or changing/rotating shifts (i.e., rotating all shifts, including required working/rotating first, second and third shifts).
  • Commuting and/or driving to and from home (or travel), in darkness or sunlight, for long timeframes or over long distances, to and from a plant or service area(s).
  • The work requires periods of considerable physical exertion to push, pull, lift, carry, and move boxes, cartons and heavy packages, buckets, sacks or bags of product (often weighing up to/over 50/55 pounds.
