The incumbent serves as a Medical Management Specialist for Dental Services. Incumbent works at two-divisional teaching hospital affiliated with the University of Kentucky (UK) Medical Center at the U.S. Department of Veteran Affairs (VA) Medical Center, Lexington, Kentucky. UK and VAMC Lexington have an extensive number of shared/combined research studies and projects which creates an ever increasing emphasis on privacy and information security of research data.

Duties include, but may not be limited to the following:

  • Authorizes expenditures from the service's control point.
  • Plans and implements budget requirements, which include the purchase of additional replacement equipment, supplies and services.
  • Monitors resource utilization an advises the chief of significant variances in the rate or extent of use as compared with projected allocations.
  • Prioritizes the needs of the service affecting increases/decreases in view of available funds, prepares budget request based on past expenditures, and prepares justification based on projected workload for review by the service chief.
  • Schedules service personnel for continuing education and TQI training, insuring the annual Medical Center requirements are met by all service employees.
  • Serves as the timekeeper for dental service employees and fee basis.
  • Monitors all patient referrals to and from dental service and follows up on these referrals throughout treatment completion.
  • Serves as the administrative resources for students and residents rotating here and is responsible for submitting, monitoring and payment of consultant/attending contracts to insure regulated supervision of residents.
  • Investigates reports of patient complaints, unusual incidents, or incidents arising from the care/services provided by dental service and reports these findings to the service chief.
  • Insures that all documents in the policy and procedure manual of the service are pertinent, relevant and updated.
  • Develops and monitor data collection systems for reports on the various aspects of the clinical programs, as well as reports for monitoring the workload and productivity of the various components.
  • Evaluates the activites of the service programs with respect to economy and efficiency, provides administrative advice and recommendations, and develops and implements approved operating procedures as determined by the service chief.
  • Serves as database manager and interpreter of their software packages, working in Information Management (IM) in installing, maintaining, and upgrading their respective software.
  • Evaluates factors such as number of Services assisted, type and amount of equipment, reporting formats required, volume of transactions, time requirements, cost constraints, and the need for security and access restrictions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Knowledge of the administrative policies, and legal requirements in connection with commitments, release of information, regulations and precedents applicable to the operation of the Department of Veterans Affairs.
  • Knowledge of the medical center's administrative operations, functions, organization, missions, goals and objectives.
  • Knowledge of relationships with other programs and support functions with the system and outside agencies, including organization, programs, and requirements of health care delivery systems in general.
  • Comprehensive knowledge of management and organizational techniques, skill in developing or modifying work methods, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes.
  • Knowledge of treatment modalities, philosophy and concepts, and possess a high degree of written and oral communication skills, the ability to research problems and issues, and the application of mature judgment in problem solving.
  • Knowledge is used to plan, schedule and conduct projects and studies to evaluate and recommend ways to improve organizational effectiveness and efficiency.

To qualify based on education for this grade level you must have have successfully completed a Ph.D. or equivalent doctoral degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D in a field related to this position. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position requires the incumbent to have the ability to commute to work daily, be physically able to ride long distances while traveling to all Lexington VA Healthcare System facilities, and the ability to be in a seated position at a workstation for long periods of time. The incumbent will be required to routinely walk long distances throughout the facility and must by capable of occasionally lifting 25 pounds or less.
