The incumbent performs key duties in the areas of program management analysis, administration, supervision and coordination of the administrative staff supporting all of the outpatient areas within the Health Administration Service such as primary care, mental health, both the medical and subspeciality clinics, the community clinics, as well as the Telephone Unit and switchboard operators. Incumbent is to effectively manage these programs to achieve the VAMC's strategic goals. Responsibilities primarily encompass strategic planning and directing, as well as the management and coordination of all outpatient activities in accordance with established federal, legal, regulatory, and policy directives at the VAMC. The incumbent will work with the clinical services and be an integral part of an interdisciplinary team supporting the outpatient functions at this medical center. S/he will be the primary administrative point of contact for patients and their families, veterans service officers as well as a cadre of other individuals representing Veterans, and a host of other individuals who are associated with or receiving outpatient services.

Duties include, but may not be limited to the following:

  • Incumbent conducts program analyses, develops, maintains and monitors integrated reporting systems and oversees execution of the programs. Incumbent works independently and is considered as the point of resolution in issues relating to patient care support.
  • Incumbent has a thorough knowledge of VAMC performance measures. Incumbent is an expert in regards to access and serves as the facilities point of contact for all of the VAMC. Incumbent assists service/product lines with MSA's and their responsibilities in this area so the entire facility exceeds the multiple performance measures associated with outpatient care.
  • Incumbent serves as the facilities telephone response expert. Incumbent answers questions and provides guidance for all services and staff who answer phones. Incumbent demonstrates proficiency in use of the Automated Call Distribution System and the Global Navigation System which allows managers and supervisors the ability to monitor calls, analyze and project trends, and determine processes to ensure performance measures are met and/or exceeded.
  • Incumbent plans, develops, analyzes, and evaluates the effectiveness of operations within HAS outpatient care; to include staff utilization and management control of many complex programs and functional areas within his/her expertise. Recommendations typically have a wide impact on the operation and organization throughout the VAMC. As the recognized expert on issues relative to administrative support services, telephone operations, scheduling and workload capture, the incumbent provides recommendations and guidance to the Chief/Assistant Chief, HAS, supervisors and professional staff from all areas of the VAMC. Incumbent represents the VAMC at Veteran Service Organizations and other VA and on VA entities in the local catchment area and local Veterans organizations within the local community as requested to advise on VA topics.
  • Incumbent develops, maintains, and monitors integrated reporting systems. He/she analyzes, extracts, summarizes and identifies significant trends and issues. The incumbent assists the Assistant Chief with review of future program requirements, preparation of reports, justifications, statistical and narrative data for presentation to the Chief/Assistant
    Chief, HAS.
  • He/she will provide ongoing training and guidance on implementation of VA directives to the professional and administrative staff of HAS Clinic Support Sections and other areas of the VAMC. The incumbent is responsible for ensuring accurate outpatient workload capture by all staff, including appropriate closing of encounters.
  • Incumbent compiles various types of correspondence to respond to general, technical and congressional inquiries relating to the HAS.
  • The CCS has oversight and technical authority over the Clinic Support Section. The incumbent coordinates activities with all involved services. Because of the ever-changing standards and guidelines relating to HAS, the level of work requires extensive analytical, interpretive and creative judgment in working decisions related to the office.
  • Incumbent must have knowledge of space, equipment and personnel requirements to accurately formulate efficient program planning. Incumbent must have thorough knowledge of the Advanced Clinical Access (ACA)/systems redesign principles and ability to successfully train HAS staff, ensuring compliance as outlined by primary care and specialty care services.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical and administrative experience working with/in clinic operations, such as scheduling, consult management, order management and telephone operations; standard operating procedures, process efficiency and negotiating effectively with stakeholders on the implementation of required and recommended changes. Experience in computer applications such as VistA, CPRS, Word, Excel, PowerPoint, Outlook, and MSS. Conduct briefings to senior leaders, including the Medical Center Director. Plans and manages workload assignments. Utilizes VA Information systems such as VSSC and web-based applications to conduct statistical analysis. Communicate effectively both orally and in writing, with people from various educational and socioeconomic backgrounds. Mentors, coaches, and resolves complaints/grievances.

  • Education: Successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate education as described above beyond the first two graduate years or 36 semester hours. Preferred Experience: Teaching/training others; Process efficiency and process improvement; systems thinking, VA operations; HR/supervisory experience.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The majority of work is performed in an office setting which adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, standing, lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.
