This position is located in the Executive Suite under the Associate Director, Patient Care Services (ADPCS)- Chief Nurse Executive who provides executive leadership over Sterile Processing Services (SPS), Nutrition and Food Services (NFS) and all Nursing Services. Acts as an Administrative Officer (AO)/Business Manager (BM) to the ADPCS and aligned patient care services assisting with administrative business management oversight of the above services.

Major Duties:

  • Directly accountable to the Associate Director, Patient Care Services (ADPCS) for day-to-day administrative operations and budgetary activities related to the assigned area. In this capacity the incumbent has administrative responsibility for space, contracts, equipment, obtaining and presenting data for program management and a budget for the assigned area.
  • Must use independent initiative and be a self-starter on ideas and projects within the overall guidance of the ADPCS through the Executive Assistant to the appropriate policy development, long-term strategic planning and setting of goals and objectives for Patient Care Services.
  • Coordinates the implementation and maintenance of public relations and customer satisfaction initiatives for the assigned area. Responsible for advising and assisting the ADPCS with top-level program management aspects through the EA to the ADPCS.
  • Participates in top management deliberations and contributes significantly to the management decision-making process.
  • Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy. Serves as a staff member directly supporting Senior Leadership Team responsible for planning organization, development, direction, and evaluation of Patient Care Services operations.
  • Provides technical and administrative supervision for the administrative, and timekeeping operations of Patient Care Services.
  • Develops performance standards; evaluates work performance of subordinates. Gives advice, council, and instruction to employees; effects minor disciplinary measures and recommends action in more serious cases as warranted. Recommends appointments, promotions, and reassignments; identifies and meet training needs; and find ways to improve production or increase the quality of work within the area of authority.
  • Demonstrates analytical ability and knowledge to resolve complex administrative and operational issues. Has extensive problem-solving abilities to enhance the delivery of health care. Must have the ability to analyze situations and to offer recommendations to improve or broaden health care services.
  • Will monitor and analyze changes in mission, goals, new legislation, and technological advances to assess the impact of these changes on work methods/procedures and to develop new systems which will address these changes. Conduct proactive strategic planning for healthcare service delivery to improve patient satisfaction.
  • Complies with all directives and special requirements in preparing annual cyclic budget documents. Consolidates submissions received from subordinate units. Monitors annual execution, making necessary adjustments in execution or by reallocating resources. Drafts/administers overall Nursing Service budget and provides expert administrative recommendations.
  • Reads all publications, directives, manual changes, nursing policies, nursing procedures and nursing practice guidelines to ensure correct distribution to nursing units involved, noting new reports, changes to reports, etc.
  • Performs all other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of resource management, application impacting medical center operations (i.e. budget preparation, analyzing manpower needs, etc.), knowledge of management tools and techniques, ability to analyze, interpret and apply laws, regulations and standards; ability to communicate effectively with subordinates, co-workers, managers, upper management, etc.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required and must be able to function under pressure, and short deadlines within a complex health care system.
