Duties

Serves as senior management analyst for the Child and Youth Services (CYS) Directorate providing guidance, assistance, and direction to field and directorate staff. Provides subject matter expertise to the CYS Director in the analysis and evaluation of services and policies to determine resources, operational effectiveness, and systemic issues related to programs serving over 460,000 children and youth at 124 locations Army wide. Conducts research, maintains historical background, ascertains current status, and develops strategies to address major policy and operational guidance subject to Congressional, GAO, DoD, AAA, and higher level command review. Interprets and proposes policy changes and develops management tools to enhance effectiveness of program managers and field staff. Monitors changing CYS missions, program needs and research findings. Identifies and extracts results of studies, reports, research projects, and financial data related to program and policy issues to support management decisions. Develops databases and reference notebooks on pertinent data needed to manage programs. Functions as project officer for designated special initiatives to include Child Development Programs and Joint Services initiatives. Performs general staff and administrative duties in response to field, Army leadership, and Congressional inquiries. Provides technical assistance, policy interpretation and consultation through guidance materials, training workshops, on-site visits and verbal/written communications to the field, IMA Region, and higher Army/DoD echelons. Has major responsibility for ensuring CYS Productivity, Cost Management, and Accountability initiatives and Quality, Availability, and Affordability benchmarks are integrated into Child Development Programs (with special emphasis on DoD Certification and National Accreditation).Serves as a Team Leader and has frequent contact outside the organization in unstructured settings to influence or control decisions affecting the organization.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum Requirements:
Demonstrated work experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position that included:
1. Strong organizational skills - with emphasis on coaching/teambuilding/leadership skills - with potential to manage multiple concurrent projects effectively.
2. Experience leading teams. Self-motivated.
3. Comprehensive oral communication skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences.
4. Demonstrated ability in standard office software such as word processing, graphics presentations, spreadsheet and e-mail. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
5. General knowledge of MWR programs, APF and NAF funding, and oversight relationship to child and youth programs.
6. Experience working with regulatory, personnel, funding and budgeting proponents at Headquarters Level (with Major Command or Region experience preferred).
7. Knowledge of management analysis, personnel development, and financial programs.

Highly Qualifications:
Must meet the minimum requirements on top of the following:
1. Extensive experience working with children of all ages, children with and without disabilities.
2. Be a subject matter expert in child development both normative and non-normative.
3. Be a self starter who takes the initiative and works well independently but is also a strong team player as much of the daily work requires interfacing and collaboration with other subject matter experts and stakeholders.
4. Preferred are those candidates that possess a combination of experience and education (graduate degree with course of study in business administration, accounting, economics, or other related management/academic).
