Duties

Help
  • Provide interpretation and clarification of CHR policies, regulatory guides, and laws; the planning and reshaping of a workforce that is responsive to changes in mission; and works to develop solutions to complex problems of CHR program improvement.
  • Provides guidance and/or administrative support specifically regarding civilian awards, decorations, performance evaluation, employment, restudies, realignments, retirement, pay systems,
  • Research information, makes recommendations, initiates, processes, and administers various programs for the USCYBERCOM, including the coordination of VERA/VSIP actions, furloughs, and other organization actions as required.
  • Attends meetings with supervisors to help formulate improvement plans and strategies associated with HR requirements; reviews and comments on management plans/proposals; presents findings (by preparing and presenting briefings or reports).
  • Implements the Command’s Army Performance Management and Incentive Award programs.
  • Recommends/implements appropriate actions involving required position description modifications, grading structures, recruitment justification, developing/identifying criteria required, employment vacancies, appraisals and awards, etc.
  • Studies are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements, long-range program goals, mission requirements, etc.
  • Initiates, monitors and tracks all requests for personnel actions (RPAs) for the division. Forwards all RPAs ensuring completeness, accuracy, and attachment of appropriate documents (i.e., job descriptions, crediting plans).
  • Reviews new and changed human resource management directives, policies, procedures, requirement, etc.; briefs the Commander and affected supervisors on significant changes.
  • Researches, analyzes, develops, write, and coordinates Command policy dealing with organizational resource functions, such as Standing Operations Procedures (SOPs), position papers, and other informational papers for all assigned program areas.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam

  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • TDY Travel is required 10% of the time.
