The incumbent serves as a Supervisory Contract Specialist at the National Acquisition Center in support of contracting requirements for the Department of Veterans Affairs (VA) and Other Government Agencies. Summary

This job is open to current, permanent federal employees serving under career/career-conditional competitive service appointments or exceptive service appointments eligible under an Interchange Agreement; persons eligible for non-competitive appointment under special appointment authorities; current or former employees eligible under CTAP/ICTAP or reinstatement; and veterans eligible to apply under Veterans Employment Opportunity Act (VEOA), and/or 30% or more disabled veterans.
Distributes and tracks work assignments within the team and ensure work assignments are carried out at various stages of completion, to assure compliance with Federal and VA acquisition regulations, VA policies, VA directives, VA information letters, and VA Handbooks.
Supervise a group of employees performing work at the GS-07 through GS-13/14 level. Exercise supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Perform administrative and personnel management functions relative to staff supervised which are clearly communicated through the formal employee performance management system. Observe workers' performance; demonstrate and conduct work performance critiques, provide informal feedback and periodically evaluate employee performance, and resolve informal complaints and grievances. Approve leave and overtime requests as delegated by management. Communicate recommendations to contracting office Director on actions affecting team and individual awards, rewards, and recognition.

Report to the contracting office Director periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs, including findings and recommendations from meetings and dealings with other team leaders, program officials, public, and other customers on issues related to or that have impact on the team's objectives, work products and/or tasks.
Plan, develop and establish contractual strategy for acquisitions, supporting major projects or programs of critical importance to VA and other Government agencies; this includes: developing acquisition strategies, use of a wide variety of acquisition methods, determining pre-negotiation positions, determining the type of contracts and negotiation authorities, and preparing justifications. Direct a full range of contract administration actions.
Serve as principal contracting advisor to management for all contracting matters supporting VA's mission and representing the Department as a contractual authority at interagency/interagency conferences, meetings, and other forums; these may include both public and private sector participants. Lead for critical acquisition programs.
Conduct conferences and oral presentations with prospective contractors to arrive at a clear understanding of solicitation requirements.
Incumbent is assigned projects and establishes priorities and milestones. Consideration must be given to program and political issues, market trends, and commercial practices.
The incumbent exercises a great deal of authority and responsibility. Sound judgment is required in the decision process and incumbent must use good judgment as to when to involve the Director, or other managers within VA and in other Government agencies.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. USAJOBS will not allow you to upload or build resumes longer than two pages, and you will need to update the resumes in your profile before applying for a job. Resumes should include information relevant to the knowledge, skills, abilities, and competencies of the position to which you are applying. Resumes must be legible so they can be reviewed for eligibility, minimum qualifications and other position requirements listed in the job announcement.
Your resume must be 5MB or less. We recommend saving and uploading your resume as a PDF to maintain formatting and number of pages. We also accept GIF, JPG, JPEG, PNG, RTF, TXT, PDF, ODT or Word (DOC or DOCX). We do not accept PDF portfolio files. We recommend using a sans-serif font size like Lato, if available. Other widely available options are Calibri, Helvetica, Arial, Verdana, Open San Source Sans Pro, Roboto or Noro Sans. Make your page margins 0.5 inches. Consider using 14-point size font for titles and 10-point for the main text in your resume. The resume builder can help you create a resume using these recommendations and uses the information in your USAJOBS profile to help you get started.
To update your application, including supporting documentation: During the announcement open period, return to your USAJOBS account, find your application record, and click Edit my application. This option will no longer be available once the announcement has closed.
To view the announcement status or your application status: Click on this: https://www.usajobs.gov/Help/how-to/application/status/. Your application status page is where you can view your application status, USA Hire assessment completion status (if applicable), and review your notifications sent by the hiring agency regarding your application.

Next steps
Once your online application is submitted you will receive a confirmation notification by email. After we receive application packages (including all required documents) and the vacancy announcement closes, we will review applications to ensure qualification and eligibility requirements are met. After the review is complete, a referral certificate(s) is issued and applicants will be notified of their status by email. Referred applicants will be notified as such and may be contacted directly by the hiring office for an interview. All referred applicants receive a final notification once a selection decision has been made.
