Help

This position is in the Wyoming National Guard's (WYNG) Joint Force Headquarters' Office of Strategic Communications (STRATCOM). The primary purpose is to assist the WYNG's STRATCOM Officer at the strategic and operational level, with particular emphasis on developing segments of more complicated or sensitive communications campaigns and executing the National Guard's (NG's) communication objectives.

(1) Researches and develops informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. Prepared materials explain or describe the NG mission, NG accomplishments, policies, programs or actions taken to ensure compliance with state and federal regulatory requirements.

(2) Responds to media requests for information of both a routine and controversial nature. Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit public affairs representatives (UPAR), releases photographs and/or feature stories to the news media, coordinates media interviews with subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events.

(3) Manages the JFHQ multimedia program. Directs the development of immediate and long-term multimedia planning. Develops policies, directives, and standard operating instructions. Manages multimedia architecture, infrastructure and equipment. Establishes and maintains a strong relationship with customers to ensure timely, effective support and efficient delivery of multimedia service. Develops and executes the PA operational multimedia budget, procures equipment and supplies, and analyzes equipment life cycles.

(4) Directs and produces video-based media to meet customer requirements. Writes and directs scripts and gives direction for scriptwriting, creates story boards and evaluates set designs. Operates video cameras both on location and at studio facilities. Organizes, rehearses and coordinates talent. Performs audio mixing and recording, conducts traditional and non-linear video editing and postproduction services. Attains and maintains extensive technical and operational knowledge of video production software and hardware. Determines the treatment, the format and the style of the production and exercises individual judgment to solve problems, restructure workflow, and manage resources because of verbal guidance and general policy regarding content.

(5) Organizes technical, theoretical, or artistic material to simplify and explain for optimum audience perception. Develops and manages entire productions within the time and budgets allotted. Plans, designs, develops, and obtains all audiovisual aspects of the program. Interprets scripts and decides how best to obtain the objectives of the program through use of normal and special equipment, lighting effects, digital video effects and sound effects.

KEY REQUIREMENTS:
Open to current or prior service active duty, reserve or national guard members of one of the branches of the US Air Force, Army, Navy, or Marines.
Military members: Submit vMPF Rip, DVR, STP, ERS, MBS, or PDR with resume.
Prior service members: Submit a DD Form 214.
Must become a military member of the Wyoming Air Nat'l Guard before appt.

Federal employment suitability is determined by a background investigation.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain a secret security clearance.
2. Covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Individuals convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
5. Duties and responsibilities may significantly impact the environment. Responsible to maintain awareness of environmental responsibilities as dictated by legal and regulatory requirements, organization, and its changing mission.

Qualifications

AREAS OF CONSIDERATION:
The consideration of qualified eligible candidates will be as follows:

Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior military service members separated from any branch of the military to include US Air Force, US Army, US Navy, US Marine Corps, Reserves, and National Guard components. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience, education or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or using analytical skills to disseminate effective communication. Experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Experience using computers and automation systems.

SPECIALIZED EXPERIENCE:
Must possess at least one year of experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
