As a FACILITY MANAGEMENT SPECIALIST, GS-1640-11 your duties are below.
Receives, verifies and coordinates approval of all initial ARNG requests for construction and maintenance/repair projects. Provides technical guidance in development of program documents and informational data to support the total construction program which includes the development of program scope documents. Develops planning documents to determine general characteristics of projects by applying technical criteria outlined in related National Guard Bureau (NGB) publications and regulations. Ensures that work orders are prepared and priorities determined to track planning and progress through to project completion. Prepares project estimates to include manpower and material costs.
Provides guidance on the development of facilities operations and maintenance methods, standards and techniques. Recommends and implements preventive maintenance procedures to ensure life expectancy of operational facilities. Prepares initial plans and specifications for alterations/repairs. Reviews historical maintenance data and writes reports to explain technical difficulties in maintaining facilities, and recommends useable solutions. Assists facility managers in determining safe, effective, and economical use and operation of ARNG facilities.
Investigates construction and maintenance requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies and/or recommends appropriate funding sources. Reviews and processes programming documents to include project booklets, initial cost estimates for construction, maintenance, or repair of facilities.
Coordinates preparation of architectual and engineering drawings covering a broad range of modifications for existing ARNG facilities within the state. Assists in review of architect and engineer design and space criteria for economical utilization of facilities and equipment.
Implements the Army Energy Program, Energy Savings, and Energy Conservation Investment Program. Oversees the preparation and monthly submittal of installation utility data to the Defense Energy Information System Program. Identifies possible energy conservation measures and promotes utilization of the Energy Conservation Savings Program (ECSP) and Energy Conservation Program (ECP). Keeps abreast of energy suppliers' policies, and state and federal regulations. Interpretseconomic impact of energy laws and policies, and advises staff of such impact. Analyzes energy alternatives through a working knowledge of energy equivalents and conversions. Serves on Energy Conservation Committee and may conduct site visits to evaluate effectiveness of established programs.
Coordinates fire prevention and protection activities, and identifies security and fire safety equipment requirements. Monitors the intrusion detection system, and advises facility managers on security methods and standards.
May serve as administrator of the Major Capital Maintenance Rehab Program.
Coordinates with military, federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Also coordinates major facility maintenance and construction projects ,with the Safety and Occupational Health Office to ensure all safety factors are considered. Performs routine inspections of existing and modified facilities to ensure compliance with Occupational Safety and Health Act (OSHA) and contract specifications.
Supervises one or two employees performing technical work within the Operations Branch. Selects or recommends selection for positions under his/her direct control. Prepares performance standards and formally appraises work of subordinates. Responsible for reviewing, accepting or amending work of subordinates and rejecting work not meeting established performance standards. Actively supports and promotes EEO, Upward Mobility and other special emphasis personnel programs. Maintains an effective position management program, and on an annual basis, reviews subordinate position descriptions to ensure positions are operating as intended and that duties and responsibilities are adequately reflected. Initiates personnel actions such as promotions, reassignments and performance recognitions. Approves and disapproves leave. Receives complaints and grievances and resolves those which can be informally resolved, and/or makes recommendation for resolution to appropriate officials.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires military membership in a compatible military assignment in the Iowa Army National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

SECURITY CLEARANCE REQUIREMENT: Employment is subject to attaining and maintaining a clearance as required by this position. Failure to complete prescribed courses may be cause for reassignment or termination of FTS.

Qualifications

MINIMUM REQUIREMENTS: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: GS-1640-11: Must haveexperience in the following:
1-year equivalent to at least next lower grade level experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan.
Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems.
Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.
Education
Substitution of Education for Specialized Experience -
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
