Major Duties:

  • The Area Manager oversees the day-to-day operations, services, maintenance and security for all customers within their immediate geographic area.
  • The Area Manager Provides management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design.
  • The Area Manager directs, reviews and participates in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with Congressional, VA, OI&T, and EUO directives.
  • Develops long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objectives.
  • Resolves a wide variety of conventional and unconventional automation technologies and information management concerns, questions, or situations and recommends actions based upon extensive experience and knowledge of emerging technologies in the field of automation.
  • Evaluates facility proposals in the arena of operating systems environments, telecommunications, system engineering, budgeting, and systems architecture.
  • The Area Manager aligns EUS OIT Capital Assessment Planning (CAP) with the Mission of the Department of Veterans Affairs.
  • Develops & monitors GRC Assessments, Security Control Assessments (SCA), OIG FISMA/FISCAM Audits that protects the NIST confidentiality, integrity, and availability (CIA) of the organization's information, information systems, and networks in accordance with policies, procedures and control techniques, and agency and federal regulations.
  • The Area Manager supports area-wide leadership, planning, and management of information technology strategy, development, and implementation.
  • The Area Manager oversees the integration of multiple mission-critical organization information technology processes and strategies at the area level; supports strategic thinking and uses and applies management principles having critical impact on technology and the organization; supports the development of and implements programs critical to VA; and supervises multiple assigned integrated
    processes, projects/programs, and significant resources.
  • The Area Manager supports delegated authority for all local IT service delivery within their area, including prioritization of End User Services work.
  • Represent the organization in conferences, seminars, and work/study groups; perform other duties as assigned.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Travel requirement is up to 25% of the time. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.

Working Conditions: The work area is adequately lighted, heated, and ventilated. The work environment involves every day risks or discomforts that require normal safety precautions. Employee may occasionally be exposed to uncomfortable conditions in such places as research and production
facilities.

Qualifications

You may qualify based on your experience as described below:BASIC QUALS:

This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.OR

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and
abilities needed to successfully perform the duties of this position. Specialized experience is defined as: directing and/or providing technical guidance to improve IT programs and/or computing environment; providing direction, leadership and mentoring to staff; identifying and/or resolving root causes of problems that degrade delivery of essential Information Technology services; using technical expertise to analyze options for applications, communications and network changes.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
