Summary

This position is located within the Veterans Affairs Central Virginia Health Care System Pharmacy. The Pharmacy Inpatient Technician Supervisor is responsible for the supervision of all inpatient pharmacy technicians and those staff members who fall under the inpatient pharmacy organizational chart, and volunteers. The incumbent operates with independence of judgment and action. Incumbent evaluates, coordinates, and provides supervisory oversight for all technical aspects of pharmacy.

DUTIES:

  • Utilizes and displays tenants of High Reliability Leadership to encourage collaboration amongst pharmacy technicians throughout the service line, utilizing huddles to encourage process improvement and lean management concepts to maximize resource utilization within the organization.
  • Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff. Assures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale, is responsible for tracking and submitting pharmacy technicians time biweekly.
  • Engage in development and/or implementation in best practices for clinical technician support of complex operational pharmacy technician programs or clinical pharmacy services.
  • Assist with the development of performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed.
  • Assists the Chief of Pharmacy in interviewing and selecting new employees and candidates for promotion and/or reassignment. Ensure compliance with Human Resource Speed of Hire requirements.
  • Conduct technician meetings to assure proper updates of departmental and hospital communications.
  • Will perform any duties of a pharmacy technician when the needs of the service require.
  • Serves as a leader to collaborate with pharmacy supervisors and staff to identify areas of duplication of efforts and develops solutions to streamline processes, reduce waste, save costs, and improve patient care
  • Serves with considerable independence in all technical operations of pharmacy activity under the general supervision of the Chief of Pharmacy or designee who is available to discuss matters affecting policy or other services.

The GS-10 Pharmacy Technician Supervisor at this level will supervise at least three GS-9 pharmacy technicians at the medical center or supervise pharmacy technicians in complex programs that service multiple VA Healthcare Systems or VISNs, requiring insight to processes and procedures that are unique to each facility or VISN.

Work Schedule: Monday-Friday 7:00am-3:30pm; however, employees may be required to cover other shifts as needed, as the pharmacy operates 24 hours a day, 7 days a week, 365 days a year. (Rotating shift)

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education or Experience: (1) None required. (2). For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
  • Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT) OR (2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

GS10: Supervisory Pharmacy Technician. Supervisory pharmacy technicians at this level supervise a group of at least three GS-09 pharmacy technicians at a medical center. They use a broad knowledge of pharmacy operations to supervise complex specialty areas or sections. Employees in this position perform the full range of administrative management and supervisory duties including assigning work; completing performance evaluations; recommending appointment, awards, advancement and disciplinary actions; and identifying continuing education and training needs.

Additional Knowledge, Skills and Abilities (KSAs).
(a)
Knowledge of human resources administration, including such functions as the ability to monitor and evaluate performance, interview and select applicants and initiate counseling and/or disciplinary processes.
(b) Skill in troubleshooting problems and formulating solutions within complex specialty areas of pharmacy service.

Preferred Experience: Inpatient pharmacy experience, compounded sterile products experience, Omnicell or Pyxis experience, Supervisory experience preferred.
