This position is assigned to Fleet and Family Readiness; Commander, Navy Installations Command (CNIC); Navy Region Mid Atlantic. Incumbent responsible for supervising the effective coordination and accomplishment of all MWR functions which support the assigned installation/ command.

Supervisory (25%)
Manages a combined NAF, Appropriated Fund, and military workforce, directing and overseeing subordinate staff.
Assigns and monitors work based on priorities and employee capabilities, ensuring quality and correcting deficiencies.
Conducts annual employee performance reviews using equitable standards.
Recruits, selects, and contributes to staffing decisions for subordinate positions.
Addresses and corrects employee disciplinary/performance issues and resolves grievances.
Ensures employees receive position-appropriate training.
Upholds EEO policy, fostering a work environment free of discrimination and ensuring fair treatment of all staff.
Ensures equity in selections, assignments, training, promotions, and awards.
Program Management (40%)
Monitors and evaluates MWR services, programs, and facilities to ensure high-quality delivery.
Collaborates with installation and regional leadership on planning, budgeting, and execution of MWR programs.
Advises leadership of operational developments and recommends policy changes.
Reports significant issues with program or public relations implications to Command and Region.
Liaises with tenant commands, military services, and other organizations on MWR operations.
Disseminates and monitors execution of DoD, DON, CNIC, and local policies and guidelines.
Ensures facility maintenance, conducts regular inspections, and recommends enhancements.
Ensures all operations and services comply with regulations.
Manages inspections, reports, and corrective actions in a timely manner.
Reviews, drafts, and releases correspondence and reports, staying current in the field.
Develops and implements marketing, sales, and sponsorship programs to attract users.
Ensures compliance with fire, safety, sanitation, security, and environmental regulations.
Attends and coordinates at off-site conferences and meetings as required.
Financial (35%)
Develops NAF MWR budgets for review and approval.
Ensures proper expenditures, accurate inventories, and sound economic operation of assigned activities.
Maintains budget records, reviews monthly statements, and reports deviations to leadership.
Recommends purchases, sets priorities, and follows up on delayed orders.
Manages NAF merchandise and property, conducting monthly and annual inventories.
Recommends approval for loss claims and implements fund handling controls.

Bachelor's Degree in Recreation, Leisure Studies, Hospitality or a related field
OR
Documented education & training plus a minimum of 5 years management experience in one or more facets of recreation
