This position, located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Healthcare Network (VISN 6), Hampton VA Medical Center (HVAMC), Health Administration Service (HAS), at the North Battlefield VA Outpatient Clinic. This purpose of the position is to provide management oversight for HAS related programs and operations located at the North Battlefield VA Outpatient Clinic and associated CBOCs.

Duties and responsibilities

  • The incumbent directly supervises the following positions: (10.0), Supervisory MSA, GS-0679-08; (1.0) Lead Medical Support Assistant (Enrollment); GS-0679-07; (1.0) Advanced Medical Support Assistant (Enrollment), GS-0679-06; and (1.0) Transportation Assistant,
    GS-2102-06.
  • The incumbent also indirectly supervises the following positions: (11.0) FTEE, Lead Medical Support Assistants, GS-0679-07; (89) Advanced Medical Support Assistants, GS-0679-06; and (20) Medical Support Assistants, GS-0679-05.
  • The position provides administrative oversight in areas of Scheduling, Health Benefits Section (Eligibility, Enrollment, Registration, Beneficiary Travel, Means Test, Tricare, and Champ VA), Beneficiary Transportation for both mileage and special mode, appointment scheduling telephone call responsiveness operations, and medical record scanning.
  • Exercises supervisory authorities and responsibilities involving work assignments and reviews.
  • The applicant oversees administrative and personnel management functions relative to the HAS operations staff, which are communicated through the formal employee performance management systems.
  • Provides program development training to key staff members and observes and periodically evaluates employee work performance,
  • Provides advice and counsel to workers related to work and administrative matters.
  • Effects disciplinary measures as appropriate to the authority delegated in this area.
  • Reviews and approves/disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of safety
    regulations.
  • Assists the front-line HAS supervisors in the establishment of minimum standards for quality and productivity, and the direction of program implementation, and conducts special studies to resolve administrative problems which arise during normal operations, presenting conclusions and recommendations.
  • Ensures quality assurance issues pertaining to the Service are documented and appropriate follow-up action occurs regarding any
    problem, or recommendation found or made because of the Service's quality assurance activities. Identifies problem and/or opportunities to improve care through such venues as informal meetings, statistical data, occurrence screens, incident reporting, procedure case review.

Work Schedule: Monday - Friday 7:30am to 4:00pm or 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a masters degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
