The primary purpose of this position is to serve as a Program Manager for an assigned Information Technology (IT) system managed as a Capital Asset Acquisition Program and deployed for operational use within Federal Protective Service

Duties performed:

  • Identifying and defining the operational need, necessitating a Capital Asset Acquisition Program.
  • Communicate operational, budgetary, and schedule needs to the Acquisition Program Management Office (PMO) to support the establishment and resourcing of the Capital Asset Acquisition Program.
  • Oversees design and development activities, which subsequently informs his/her planning for logistics lifecycle support following deployment of an IT system.
  • Manages "cradle to grave" sustainment support and coordinates all post-deployment technical refresh and maintenance work.
  • Identifies organizational requirements for data generation, data management, and data reporting.

Qualifications

Minimum Qualifications:
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Consulting with senior level stakeholders to influence decision-making for acquisition and procurement program operations;
  2. Analyzing acquisition program requirements and policies to develop strategies for mitigating risks related to cost, schedule, and performance;
  3. Implementing acquisition and procurement projects to achieve organizational objectives; AND
  4. Collaborating with management on the implementation of strategic initiatives.

: This is a DHS acquisition certification-covered position. Incumbent must have and maintain a Federal Acquisition Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level III certification or be able to obtain the certification within 18 months

You will be evaluated for this job based on how well you meet the qualifications above.

Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis.
  2. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis
  3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.

The Category Rating Process does not add veteran's preference points but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher).
