Duties

  • You will apply a wide range of Human Resources theories, principles, laws, rules, regulations and procedures covering position classification, staffing and placement, pay setting and reduction in force/workforce reshaping etc.
  • You will have knowledge of position management theories. policies, principles and practices.
  • You will apply skills to complex fact finding. analytical and problem-solving methods and techniques.
  • You will have skills in written and oral communication sufficient to prepare and present findings and recommend and/or cany out specific actions regarding difficult issues, and/or develop and provide training and/or prepare instructions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NO-03

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band NO-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting management in a wide range of staffing issues such as workforce shaping, special placement programs and recruitment methods. Reviewing position descriptions (PD's) for accuracy and proper classification, responding to formal/informal HR-related inquiries, and assisting employees with HR questions and issues.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band NO-01 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing non-competitive personnel and pay actions for accuracy and completeness. Advising management on the appropriate type of recruitment sources and appointing authorities in both the competitive and excepted service to achieve their recruiting goals. Utilizing database systems (e.g., DCPDS and USA Staffing) to complete recruitment and classification tasks.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

2 full years of progressively higher-level graduate education leading to such a degree

LL.B. or J.D., if related

4-year course of study leading to a bachelor's degree

Additional information

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.

This position is eligible for ad-hoc/situational telework at the discretion of management.
