CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S. Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security. Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime.

This position starts at a salary of $101,401.00 (GS-12, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $156,755 (GS-13 Step 10).

As an Intelligence Research Specialist, you will provide Office of Trade customers with intelligence products that inform and enhance their ability to make tactical decisions. Typical duties may include:

  • Collecting, evaluating, analyzing and abstracting data from multiple sources; compiling data into finished draft analysis and reports.
  • Providing analytic direction and project-monitoring services specified in geographical or functional areas.
  • Evaluating, reviewing, and validating intelligence reports, plans, guides and/or manuals.
  • Developing intelligence collection plans to support specific programs and activities.
  • Representing the organization in working groups and committees, initiating and maintaining useful contacts with counterparts and colleagues.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Providing analytic direction and project-monitoring services specified in geographical or functional areas.
  • Extrapolating, compiling, and processing information from raw intelligence, open source, law enforcement and intelligence community systems and databases.
  • Identifying, reviewing, and evaluating large volumes of sensitive and complex tactical intelligence data from multiple sources.
  • Developing trends, patterns, estimates, studies, and tactical interdiction information.
  • Developing and publishing finished intelligence products, and selecting the proper method of dissemination.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Providing technical advice and performing analysis, evaluation, interpretation, and dissemination of information and intelligence.
  • Ensuring that all intelligence analysis processes and products align with all Customs and Border Protection relevant legal authorities, policies and guidelines.
  • Contributing to short- and long-term planning through in-depth research and analysis regarding threats to border security.
  • Compiling and exploiting both unclassified and classified sources of information and reporting.
  • Identifying, reviewing, and evaluating large volumes of sensitive and complex information in support of strategic, operational or tactical operations.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete paid mandatory training. Courses currently include (but are not limited to) the Intelligence Foundations Course, Systems Exploitation Training, and the CBP Intelligence Support to Operations Course. The location will be determined at the time of training. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

We will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, your experience, education, and training will be rated using an assessment questionnaire. The Intelligence Research Specialist Entrance Exam consists of three parts: 1) the Candidate Experience Record; a short online questionnaire and 2) the Logical Reasoning Test (LRT), and 3) the Writing Skills Test (WST). The LRT and WST will be taken at a local testing center.

Your final rating will be based on your cumulative score from the Career Experience Record (self-assessment), Logical Reasoning Test and Writing Skills Test. All candidates will be contacted directly to complete the proctored exam at a testing center. Candidates that fail to complete the assessment will be removed from consideration. This assessment requires that candidates meet a minimum proficiency and receive a passing score to be considered for the position.

If you have taken and passed the Intelligence Research Specialist Entrance Exam after January 2023, your passing score is still valid, and you do not need to retest. If you have taken and failed the exam, you will need to wait six (6) months from the date you failed the exam until you can retest. A passing score does not guarantee selection.
