Help
  • Interprets regulations, technical manuals, and information contained in professional publications relative to fire prevention and protection.
  • Advises the Fire Chief of the need for and recommends ways in which both operations and the physical environment may be activities.
  • Assists in the development and implementation of fire prevention protection programs.
  • Establishes the methods, techniques, and procedures for effectively administering fire prevention protection programs.
  • Supervises the development and writing of lesson plans and the presentation of instructions.
  • Prepares contingency plans to effectively handle responses to hazardous materials incidents/emergencies.
  • Assigns work to subordinates and reviews the same through observance of operations and by making routine visits to different fire stations.
  • Manages, directs and supervises the installation's fire prevention/fire safety programs.

  • This position requires to wear a uniform and safety apparel in accordance with established policies and procedures.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • This position requires a 60 hour work schedule which includes days, nights, weekends, holidays and a 24 hour working schedule. Position required to work (1) 24-hour shift weekly.
  • This position is supervisory as defined by the Office of Personnel Management (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated "Emergency Essential Position". Position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
  • At the time of appointment the incumbent must possess and then continue to maintain the following DoD Firefighter Certification levels: Fire Officer IV, Fire Instructor II, Fire Inspector II, HAZMAT Incident Commander, Airport Firefighter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

MILITARY RETIREES:
A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists].

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Applications will only be accepted from members of the Armed Forces that indicate they are immediately appointable within 120 days.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.


In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience equivalent to the GS-11 level in the Federal service which includes: 1) Instructing firefighting personnel on methods and procedures utilizing knowledge of principles in teaching; 2) Directing subordinates to suppress fires on Structural and fire emergencies, respond to Hazardous Material (HAZMAT) incidents, and direct crews on emergency medical incidents; and 3) Inspecting fire protection systems, fire detection systems and fire safety equipment to ensure proper operation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This position requires the following DOD Firefighter Certification levels: Fire Officer IV, Fire Instructor II, Fire Inspector II, HAZMAT Incident Commander and Airport Firefighter.

You will be evaluated on the basis of your level of competency in the following areas:



Firefighter Special Retirement Coverage (Secondary): This position has been identified by Department of Army and approved by the Under Secretary of Defense for Personnel and Readiness as a covered secondary position for special retirement coverage as identified in 5 CFR 831 Subpart I for CSRS Retirement coverage and 5 CFR 842 Subpart H for FERS retirement coverage. The individual hired is subject to Special Retirement provisions to include additional contributions to the retirement fund, mandatory separation/retirement at age 57 with 20 years of approved special retirement provisions service, options for early retirement at any age after 25 years of approved special retirement provisions service, or at age 50 with 20 years of approved special retirement provisions service.

Department of Defense (DoD), in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as a primary firefighter no later than the last day of the month in which they become 37. Preference eligible veterans over the age of 37, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army.

An individual who is past the maximum entry age (37) who previously served in an approved primary position may be reinstated to a covered primary position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as a firefighter by the last day of the month in which they become 57.

The Department of Army may approve an exception to the maximum entry age (37) for the original entry of a non-veteran-preference-eligible applicant into a primary covered firefighter position. Exceptions shall be extremely rare and based only on a compelling hardship to the mission. Should an exception be granted, the employee shall be separated on the last day of the month in which he/she completes 20 years of special retirement provisions covered service.

In addition to providing the required eligibility documentation listed elsewhere in this job announcement, you must provide sufficient documentation to determine proof of age. This documentation should be attached under Special Retirement Coverage as identified in the Required Documents section. For reentry into a primary covered position, you must also provide sufficient documentation (SF-50s) to show length of service in a previous covered firefighter position.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
