Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Office of Partnerships, Field Intelligence Directorate.

The primary purpose of this position is to serve as the Division Director for geographically disbursed I&A intelligence professionals assigned to State and Major Urban Area Fusion Centers (Fusion Centers) and other strategic locations across the United States.

Non-BU: This is a non-bargaining unit position.

Duties

Help

As a Supervisory Intelligence Operations Specialist, GS-0132-15, your typical work assignments may include:

  • Represents the Director in their absence by assisting the Director in evaluating, coordinating, and executing division or mission center actions associated with budgetary planning and developing recommendations for senior I&A leadership to include supporting and participating in briefings to the Department, OMB, and Congressional committees; development and publication of policy, plans, and procedures relevant to the division or mission center and its Departmental mission; ensuring activities are consistent with I&A and DHS guidelines, authorities, and policies.
  • Prepares and presents briefings. Prepares and analyzes reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment.
  • Plans work to be accomplished by subordinates, sets, and adjusts short-term and/or long-term priorities, and prepares overall plans/schedules for accomplishment of objectives.
  • Oversees a full range of supervisory, personnel management, and human resources management functions within the division to ensure efficient and effective application of personnel to division missions, support functions and organizational programs.
  • Develops, synchronizes, and implements FID and division strategic planning and provides timely execution of intelligence programs to achieve the overall goals, objectives and priorities of DHS, I&A, FID and the division.

  • You may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, and/or 24/7 shift schedules, and/or on-call and standby duty status.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Specialized Experience:
You qualify for the GS-15 grade level if you possess the specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:

To qualify for this position, you must have one year of specialized experience which is defined as providing leadership to State and Major Urban Area Fusion Centers and advocating for Fusion Center information needs with law enforcement and intelligence organizations. Such experience may include:

  • Develop and recommend procedures for evaluating the information holdings of state and local partners, to include non-traditional sources of information residing in State and Local governments.
  • Ensure compliance with statues and regulations for handling classified information, intelligence oversight and third-party access and release form a fusion center.

Substitution of education in lieu of specialized experience may not be used for this grade level.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
