The duty station, Leavenworth or Topeka, will be determined once a selection is made.

Incumbent serves as the Chief of Health Administration Section (HAS) under the Business Office Service Line at VA Eastern Kansas Health Care System (VAEKHCS). Incumbent is responsible and accountable for HAS planning, directing, organizing, coordinating and controlling all health administration management functions through subordinate organizational segments and supervisory personnel. Duties include but are not limited to:

    • Develops long and short range plans; provides fund control point and budget oversight and management; Participates in strategic planning;
    • Responsible for proper interpretation and application of Title 38 U.S.C. and other regulatory directives relating to the determination of eligibility and entitlement to health care benefits;
    • Responsible for the accurate determination of third party payers and the accurate and timely collection of insurance/means test information;
    • Responsible for Patient Benefits, Administrative Clinical Support, Centralized Scheduling, Support Services (telecommunication, mailroom and reproduction), Administrative Officers of the Day, and for administration of the Fee Basis process for the Health Care System;
    • Provides technical support and assistance to all service functions; ensures required and requested reports, memos, time studies, performance measures, audits, letters, etc., are submitted accurately and within the specified time;
    • Manages quality improvement activities; resolves problems or complaints from VA beneficiaries and/or family regarding Health Administration Service and functions of the service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Experience with the application of laws relating to the determination of eligibility for hospitalization and outpatient care and other related services and benefits.
    • Resolving complex problems involving eligibility and entitlement to health care benefits, determination, authorization and technical applications to support these activities.
    • Demonstrates experience in determining resources needed for large programs (i.e. budgetary, staff, space and other resources needed).
    • Demonstrates experience in managing and supervising multiple programs and/or services at one time.
    • Ability to represent the organization at various events and other meetings to advise on eligibility and entitlement to healthcare.
There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Period of sitting in or driving a vehicle due to frequent travel in and around the Health Care System and Network facilities is required.
